WASHINGTON (AP) — Con
gress never intended postal con
tracts to be subject to government
competitive bidding rules, lawyers
for Dallas billionaire Ross Perot and
the U.S. Postal Service argued be
fore a federal appeals court.
However, Electronic Data Systems
Corp., a company Perot sold to Gen
eral Motors Corp., disputed the
claim in its argument Wednesday be
fore a three-judge federal panel re
viewing the case.
EDS is challenging a contract be
tween Perot and the Postal Service in
which Perot would study the Postal
Service, recommend efficiency steps
and then share in the savings real
ized from his ideas. It is Perot’s first
effort to compete directly with his
former company.
Perot Systems Corp. won the con
tract without competitive bids or no
tice to other firms that such a ven
ture was envisioned.
“This is an area where Congress
has spoken often about the need for
competition,” EDS attorney Richard
Schecter said.
EDS initially lodged a protest with
the federal Board of Contract Ap
peals.

Quicker money access under new law

Depositors should have quicker
access to their money novv thanks to
the new check-holding regulations
set by the Federal Reserve System.
The Expedited Funds Availability
Act was passed September 1 in re
sponse to financial institutions abus
ing their privileges by placing un
necessarily long holds on checks.
Becky Sullivan, in charge of new
accounts at Texas Aggie Credit
Union, said the maximum number
of days a check can be placed on
hold depends on the type of check.
“An A&M payroll check, govern
ment check, or certified check will be
given immediate credit,” Sullivan
said. “A local check, which we con
sider drawn off an institution in the
Bryan-College Station area, will he
placed on hold for three business
days — instead of three calander
days.”
Lisa Ritter, bookkeeper at the
credit union, said that they view each
customer individually when decid
ing to place a check on hold.
If the customer has a history of in-
sufficent funds, deposits that were
returned uncollectible or a low aver
age balance, a hold will he placed on
the deposit. The customer, however,
will still draw interest, she said.
