extended Medicaid
AUSTIN (AP) — Members of a
special Senate committee Monday
endorsed a proposal to use surplus
human services money to provide
Medicaid benefits to about 69,000
more poor children and pregnant
women.
Members also supported a propo
sal to extend Medicaid nursing
home care to about 4,900 more peo
ple by raising the monthly income
limit.
“It’s apparent to me that the evi
dence supporting the need for these
programs is irrefutable,” said Sen.
Hugh Parmer, D-Fort Worth, chair
man of the Special Senate Interim
Committee on Workfare.

viding even basic assistance to the
most fragile groups in society —
women, children and the elderly,”
Parmer said.
Four of the eight committee mem
bers were present and gave their
support for the proposals. Parmer,
who planned to communicate the
committee’s support to the depart
ment, said he might do so with a let
ter that could be signed by additio
nal senators.
The Board of Human Services in
May delayed action on extending
Medicaid benefits after Gov. Bill
Clements, Lt. Gov. Bill Hobby and
House Speaker Gib Lewis wrote and
asked for more time to consider the
expansion. The board is scheduled
to consider welfare expansion pro
posals July 7.
Brian Packard, assistant human
services commissioner, said the sur
plus, in part, resulted because the
cost per recipient for hospital and
physician services was less than ex
pected and federal medical assis
tance matching funds were higher
than expected.
One proposal, costing $48.2 mil
lion in state money, would allow pre
gnant women and young children
with family incomes at or below the
federal poverty level to qualify for
Medicaid benefits. Currently, those
at or below 34 percent of the poverty
level qualify for the benefits in
Texas.

FORT WORTH (AP) — State li
quor agents plan to raid parties at
apartment complex swimming pools
to enforce state laws forbidding con
sumption of alcoholic beverages by
people under 21, officials said.
Within the past year, liquor agents
have issued more than 200 citations
to minors who violated Texas state
liquor laws, Virgil Stephens, supervi
sor of the Texas Alcoholic Beverage
Commission office in Fort Worth,
said.
Agents raid between 25 and 50
parties a summer, Stephens told the
Fort Worth Star-Telegram.
“Spring and summer is generally
the worst time,” he said. “It’s pool-
party time.”
Liquor agents issue citations to mi
nors caught drinking alcohol and
the apartment managers who served
it to them, Stephens said.
People under 21 caught drinking
face fines of $25 to $200 for a first
offense and $25 to $500 for a sec
ond.
Complex managers who sell alco
hol to minors face fines of $100 to
$1000 along with a one-year jail
term. Making alcohol available to
minors can result in fines of $25 to
$500.
HOUSTON (AP) — Three-year-
old Twiggy Mottley, recovering
from knife wounds that left her
throat slashed and thumb nearly sev
ered, is back home in the house
where she was attacked and her
mother killed.
“She was laughing,” Alicia Lucky,
the infant’s cousin, said after the
child was released from the hospital
Sunday. “But she kept asking about
her mama. And I couldn’t say any
thing. I handed her back to her
aunt, and I went to crying. She’s
aware her mother’s dead, but no
body’s really told her. They don’t
know how.”
A man wielding a butcher knife
wounded her and threw her in a
closet and also stabbed her mother
to death in the attack Friday.

Drug dealer’s fortune gets auctione
HOUSTON (AP) — Trendy Hart Galleries,
more accustomed to handling auctions of an
tiques and art objects of Houston blue bloods, is
expecting hundreds of bidders this week for $2
million worth of jewelry and other goods seized
by federal authorities from a convicted Florida
drug dealer.
“I doubt anyone ever seized jewelry of this
quality in this amount,” J. Keith Gary, U.S.
Marshal for the Eastern District of Texas, said
Monday of the nearly 200 items that once be
longed to Bruce Emery “Pee Wee” Griffin. Gary
described Griffin as a Florida drug dealer who
used a ranch in Aubrey — north of Dallas — to
launder drug money.

Griffin, convicted of marijuana possession, is
now on parole from prison.
The items on display at the Hart Galleries,
which earlier this year handled the bankruptcy
auction of former Texas Gov. John Connally, of
fer a glimpse of the wealth amassed by people
like Griffin, who told authorities he was making
3)I2U million to $25 million a year.
Included are such things as gold-plated and
monogrammed tape measures, a gold toothpick
that slides out of its own gold holder, and a gold
cocaine spoon.
A showpiece item is an 18-karat gold ring em
blazoned with a 9.49-carat emerald-cut diamond
surrounded by 56 other diamonds. The ring is
estimated to be worth $ 130,000.
“You’ve got to understand this man had just a
tremendous amount of money and he could buy
whatever he saw,” Jerry Hart, owner of the gal
lery, said. “It appears he was very selective about
what he purchased. He bought nothing but in
vestment quality stones and diamonds.”
Other jewelry includes gold dice with di
amonds marking the spots, loose diamonds and
emeralds — many of them authenticated with
certificates from the Gemological Institute of
America — and dozens of gold rings, chains and
bracelets, some carrying Griffin’s initials “BEG”
or the name “Bruce” spelled out in diamonds.
There’s also an emerald necklace with the gems
in the shape of marijuana leaves.
