Cattle owners will determine by
May 10 whether to continue the
Beef Checkoff program that col
lected about $73 million nationwide
in its First year — $12.9 million in
Texas — for beef promotion and re
search.
Required by the 1985 Farm Bill,
the Beef Checkoff Referendum will
gauge response to the checkoff pro
gram, which allots $ 1 per head of
cattle for beef research and promo
tion.
The checkoff was allowed a maxi
mum operation period of 22 months
before the required referendum.
Cattle producers opposed to the
checkoff were entitleo to request a
refund of the checkoff withholdings.
About 5,000 Texas A&M students
could be affected by the referendum
results and are eligible to vote on it,
said Dr. O.D. Butler, chairman of
the Texas Beef Referendum Steer
ing Committee, associate deputy
chancellor for agriculture and pro
fessor emeritus of animal science.
Any group, partnership or indi
vidual who has owned one or more
head of beef or dairy cattle between
Oct. 1, 1986 and March 31, 1988 is
eligible to vote on the referendum.
There are no age restrictions, so un
derage students who have owned
cattle for 4-H, Future Farmers of
America or similar programs also
may vote.
“Students inherit the whole busi
ness, so it's very important for them
to vote,” Buder said.
Much of the cattle owners’ benefit
comes from the research supported
by the checkoff program, he said.
“The main thing it does is proviif-
funds, so researchers at A&M y
get the money to make grant prop
sals,” he said. “We’re certain tojt
our share of research grant mone/

Butler said he estimates that c
more than 13 percent of cattle owr
ers are opposed to the referendur.
He said that no organizational
whole opposes it, but some indire
ual owners reject the idea of assoc
tion with the government. Otk
believe they do not benefit from
checkoff program, he said, becaut
they are not members of any of
nine organizations represented
the Beef Promotion and Researc
Board
“The only problem we’re deak;

County, city officials
reach trial agreement
on convention center
FORT WORTH (AP) — The city
and Tarrant County have reached
an agreement about control of the
aging Tarrant County convention
center, which officials say has the
kind of problems that discourage
business.
If the agreement reached Satur
day is approved by the City Council
and county commissioners, officials
would begin work to lure more con
vention business and to Fix structural
and equipment problems in the 20-
year-old downtown building.
“It’s embarrassing to look at when
you go there today,” City Manager
Doug Harman said. “This is a long
standing sore subject with the busi
nessmen of Fort Worth.”
Melvin Morgan, the center’s ex«
utive director, said, “Our foldini
chairs are 20 years old. The first
years of this facility were centeret
on rock ’n’ roll concerts, andvisitof
stood and dropped and spilled o:
our furniture. If it was in
home, you’d throw it away.”
Mayor Bob Bolen and Tartar
County Judge Roy English preside!
over a meeting that culminated
yearlong tug-of-war between the at
and county for control of the cor
vention center.
The plan that came out of
meeting includes changing the na®
