BROWNSVILLE (AP) — The
overseer of removal of asbestos from
school district buildings said he’s
worried about children’s exposure to
the carcinogenic mineral and be
lieves its time to ensure the students’
safety.
Tom Keller, deputy superinten
dent of instructional services with
the Brownsville Independent School
District, predicted BISD’s asbestos
removal program will cost the dis
trict approximately $1.6 million in
the next year.
After attending an asbestos abate
ment training program for the
school district, Keller, an avid
handyman, realized that the tiles he
pried off his floor and the textured
paints he used in the past may have
contained asbestos.
The fibrous material has been
linked with terminal lung cancer and
other lung ailments.
“We’ve all been so exposed,” Kel
ler said. “ It’s dangerous, yes. I have
this sick feeling that I’ve already
blown it.”
Asbestos fibers can escape into the
air and lodge themselves deep in the
lungs and remain undetected there
for several years before causing any
symptoms or problems.
“The older you are, the higher the
risk” because of the possibility of
prolonged exposure, Keller said.
In October of 1986, President
Reagan signed the Asbestos Hazard
Emergency Response Act authoriz
ing the U.S. Environmental Protec
tion Agency to establish regulations
governing the identification, evalua
tion and control of asbestos-con
taining materials in private and pub
lic schools.
But boxes of building materials
have rested in warehouses for years,
Keller said, and contractors don’t
know whether they’re purchasing as
bestos-free materials.
Keller recommended the district
hire teams to start sampling BISD
buildings this summer.
Cost does not matter, he said, be
cause the school district must com
plete the sampling by October or
face fines of $5,000 per building per
day. It also must notify all personnel,
students and parents of testing and
results.
He figures the district will have to
take between 4,000 and 6,000 sam
ples costing $55 to $ 120 each.
Those conducting the sampling
must wear special disposable suits
costing $12.50 each and masks that
cost $85 each plus $6 per disposable
filter.
The district has to provide a de
contamination unit costing $14,000,
and every time workers remove their
suits for any reason, including using
the restroom, the district has to pro
vide a new suit.
