WASHINGTON (AP) — The
government said Tuesday its chief
economic forecasting gauge fell fora
third consecutive month in Decem
ber, die traditional, but not infalli
ble, signal of an impending reces
sion.
While some economists said the
three downturns were indeed fore
telling an end to the record five-year
peacetime expansion, other analysts
disagreed, contending that 1988 will
feature slower growth but no out
right downturn.
The Commerce Department's In
dex of Leading Economic Indicators
has taken on added significance
since the record 508-point decline in
stock prices that occurred on Oct.
19.
The 0.2 percent December de
cline in the index followed a sharp
1.2 percent November drop, which
had been the biggest setback in more
than six years, and a smaller 0.1 per
cent decrease in October.
Since the leading index was cre
ated in 1948, it has fallen for three
consecutive months a total of 12
times. In eight of those instances, a

1982, memo saying “it would be a
blunder” not to give Wedtech the
contract.
Meese said he could not specif
ically recall any conversations he had
with his staff after receiving Ndfzig-
er’s memo, but testified that he must
have talked about the issue with dep
uty presidential counselor James E.
Jenkins.
The attorney general noted that
an attachment to the memo indicates
that Gribb and Jenkins were as
signed to look into the matter but
said he couldn’t recall giving them
specific instructions.

three months in a row was from
June through August in 1984. No
recession followed, although the
economy entered a two-vear period
in which growth slowed as a soaring
trade deficit robbed American man

Conrail may face $2 million in fint

rail, the freight railroad sold by
