Almost 44 million of the nation’s approximately 80 million citizens are eligible to vote. Government electoral workers have another month to verify their registration rolls to put together the final voter tally. Carlos Salinas de Gortari, as the presidential nominee of the ruling Institutional Revolutionary Party, is virtually assured of being sworn in as the nation’s new president on Dec. 1. Even so, the nation’s opposition parties have nominated vocal candi dates who are waging active cam paigns throughout the country. Cuauhtemoc Cardenas, the son of one of the nation’s most popular presidents, broke ranks with the rul ing party to run on the ticket of the Authentic Party of the Mexican Rev olution. Oil and gas exploration is just getting under way there, and there are only a handful of independents working there,” says Bill Tindell, an Abilene geolog ist and former chairman and chief executive officer of Abilene-based Westico Energy Co. He calls Austra lia one of the few places left where an independent oilman can “roll the dice on something big.” Tindell, along with a group of in dependents from three states, is pre paring to explore a 7,344,000-acre drilling concession which was re cently awarded to the group by the state of Queensland, Australia. In size, the drilling concession is equiva lent to almost 20 percent of the Per mian Basin. Beginning in April, the oilmen from Texas, Oklahoma and Illinois will drill wildcats on five of 13 sub surface structures identified as po tential oil producers within the con cession. He also held talks with Swedish Prime Minister Ingvar Carlsson and with Prime Minister Mario Soares in Lisbon during a stopover en route to Stockholm. In an interview with the Mexican television network Imevision before returning, de la Madrid said he sug gested that Sweden help Mexico in crease its exports to other countries, as well as to Sweden. “The Swedish have good technol ogy. In Mexico there are conditions that give us advantages for being an export bridge, fundamentally for Latin America and the United States,” he said. He said Swedish officials agreed to explore the possibility. The Group of Six, which was holding its third meeting, welcomed the disarmament agreement be tween the United States and the So viet Union, but noted that it is a lim ited accord that affects only 5 percent of the atomic weapons of the two countries, de la Madrid said. The leaders also discussed the possibility that steps toward nud disarmament could lead to ant crease in conventional weapons a the need to use the money savcdij disarmament on economic da opment.
