World summit on AIDS
to attract 145 countries
LONDON (AP) — Health officials
from 145 countries are gathering in
London this week for a world AIDS
summit at which they will plan a
global assault on the deadly epide
mic.
The three-day conference, which
opens Tuesday, will be the largest
meeting of government ministers
ever held on a single health prob
lem, according to the World Health
Organization.
“The conference, we believe, is
going to mark another critical turn
ing point in the global mobilization
against AIDS,” Dr. Jonathan Mann,
the American director of WHO’s
Special Program on AIDS, said in an
interview wbh the ,A«vr<v » Pr.-,c«,
Health ministers from 131 coun
tries and government advisers from
14 others have registered for the
World Summit of Ministers of
Health on Programs for AIDS Pre
vention.
Attending from the United States
will be Surgeon General C. Everett
Koop; Dr. Robert E. Windom, the
No. 2 official at the Department of
Health and Human Services; Dr.
Gary Noble, deputy director of the
Atlanta-based Centers for Disease
Control in charge of AIDS activity;
and Dr. Peter f. Fischinger. AIDS

medical experts working on vaccines
and treatments for AIDS, this sum

Its stated aims are;
•To present WHO guidelines for

paigns.
Since AIDS was first identified in
1981, the number of reported case

“I’m only speaker for another
four months," he said, “so that
means we’ll have at least one more
meeting while I’m speaker, and I will
recommend to the new speaker that
he set up (meetings) on a regular ba
sis.”
The time seemed ripe for im
proved relations because of the con
troversy surrounding the seniors fi
nals issue, Hays said.
“The senior finals issue kind of
brought everything to a climatic
point — a place where we had to
talk,” he said. “The meetings that
they’ve begun — they mean a lot to
the Student Senate leaders, because
at least we can talk about things.
Rather than us passing resolutions
and sending them to them, and
them passing resolutions and send
ing them to us . . . instead we’re talk
ing about things, (there’s) a more
open dialogue.”
Hays said it is important for stu
dents to take a stand on the senior fi
nals issue if they want to have a say
on future issues.
“I feel like this is a place where
we’ve got to stand our ground, espe
cially with the position that we want
to have some input on how the se
nior finals schedule is implemen
ted,” he said. “If we don’t do it here,
then we may not ever get that chance
again.
“It’s not that we're standing up
and saying ‘OK, you’re not going to
take us alive,’ but we’re trying to let
them know that we have some con
cerns, we’ve thought about them
very carefully, we’ve weighed the al
ternatives, and we think we have a
solution. And we would like the
chance to let us prove our point, le
gitimately.”
Shumway said it’s difficult to pre
dict how much say students actually
will have in the scheduling of senior
finals, and that a lot depends on
both parties’ willingness to compro
mise.
“If the students propose an alter
native to the current one that the
faculty regard as superior to the cur
rent schedule, then I think the stu
dent’s recommendation would be ac
cepted by the administration,” he
said. “Unless there were logistic
problems that prevented it from
happening, I think it would make
the decision.
“By the time all the discussions got
done and resolutions got passed, ifil
turned out that we were as far away
from agreement as we started oft
with yesterday (Friday), then it’s a
good question. I have no idea.”
But Black said he thinks student
opinions carry more weight than
most students realize.
“I think student opinion is very,
very, very valuable and means a
great deal and that’s why the facultv
have consulted it, because they real
ize it means a great deal,” he said. “1
think anyone that says ‘Oh, students
don’t have any say-so in the matter’
are just wrong. Thirty-six thousand
people getting upset about some
thing is going to make something
happen. And 36,000 thousand peo
ple nave 72,000 parents, and 72,000
parents have 100 million relatives
and all these people give money to
A&M.
