Gunmen killed a gubernatorial can
didate hours before polls opened to
day for regional elections, raising
the number of people slain to at least
81 in a bloody six-week campaign.
Officials said seven other people
were killed in three separate gre
nade attacks Sunday, but it was not
known if Five of those deaths were
election related.
Among those killed during the
campaign were 37 of the candidates
running for office in the country.
The 160,000-strong armed forces
were on full alert as polls opened at
7 a.m. today (6 p.m. EST Sunday) in
62 of the country’s 73 provinces.
The Commission on Elections post
poned voting in the other 11 prov
inces because of fears of more vio
lence.

a new role in Europe and mend rela
tions with China.
The actions show a multidirectio

Reagan wants Contra aid

WASHINGTON (AP) — Presi
dent Reagan will request additional
aid for the Nicaraguan rebels de
spite the decision by Sandinista
leader Daniel Ortega to lift a state of
emergency and open cease-fire talks
with the resistance fighters, the
White House said Sunday.
White House spokesman Roman
Popaduik said a formal request to
Congress for more aid is expected
on Jan. 26, the day after the presi
dent delivers his State of the Union
address.
The administration had planned
to ask for a $270 million, 18-month
aid package for the Contra rebels
last year, but never formally pro
posed it because of complaints that it
would interfere with the peace proc
ess.
“The president is committed to
supporting the resistance,” said Po-
paduik.“Pressure by the Nicaragua
resistance is what brought the Sandi-
nistas to the negotiating table.”
Ortega announced Saturday that
he would lift a state of emergency in
his country and that his Sandinista
government would open direct
cease-fire talks with the rebels within
the next few days.
The Nicaraguan president also
said his government would grant
amnesty to all political prisoners ar
rested after 1981 “immediately upon
achievement of an effective cease
fire and the incorporation of armed
groups into civilian life.”
The announcement came at the
close of a two-day Central American
summit meeting in the Costa Rican
capital of San Jose, where Ortega
had been under heavy pressure
from other regional leaders to com
ply with the peace plan signed in
Guatemala on Aug. 7.
Popaduik said the Reagan admin
istration would reserve comment on
Ortega’s announcement until it has
additional details.
