The actions show a multidirectio nal diplomacy by Mikhail S. Gorba chev’s Kremlin as 1988 begins, and an attempt to capitalize on the mo mentum of the arms treaty signed in Washington last month. The Soviets also are trying to ease longstanding quarrels that have rankled relations with their Euro pean and Asian neighbors, and to show themselves as reasonable bar- intiatives have come in Asia. Foreign Minister Eduard A. Shevardnadze said on Jan. 6 in Kabul that the Kremlin wants to pull its troops out of Afghanistan by the end of the compe to do t // Fou to test new law M lift camp curfew refugee camps in West Bank in a first cautioust«: year. His declaration served notice on President Najib that the estimated 115,000 Soviet troops that prop up his government intend to leave. The Soviet push into Afghanistan on Dec. 27, 19/9, doomed the atmo sphere of superpower detente and soured Soviet relations with many other Islamic and Third World gamers open to compromise. Western diplomats in Moscow say the Soviets have been seeking im proved relations with China to coun ter growing U.S. influence and exert greater clout throughout Asia. Gorbachev himself signaled the Soviets’ latest line of thinking in an interview with the Chinese weekly Liaowang (Outlook), made public by the official Tass news agency in Mos cow last week. “The U.S.S.R. and the United vStates are sometimes called super powers,” the Communist Party cnief said. “We do understand our inter national responsibility. But we are far from thinking that everything in the world, including East-West rela tions, depends only on Moscow and Washington.” The Soviets’ most striking recent countries. In his Liaowang interview, Gorba chev made his most optimistic public comments to date about relations with China, which has had no formal inter-party ties with the Soviets since Mao Tse-tung and Nikita S. Khrush chev broke in 1960. But the Chinese reacted tepidly, at least in public, to Gorbachev’s sug gestion. White House spokesman Roman Popaduik said a formal request to Congress for more aid is expected on Jan. 26, the day after the presi dent delivers his State of the Union address. The administration had planned to ask for a $270 million, 18-month aid package for the Contra rebels last year, but never formally pro posed it because of complaints that it would interfere with the peace proc ess. “The president is committed to supporting the resistance,” said Po- paduik.“Pressure by the Nicaragua resistance is what brought the Sandi- nistas to the negotiating table.” Ortega announced Saturday that he would lift a state of emergency in his country and that his Sandinista government would open direct cease-fire talks with the rebels within the next few days. The Nicaraguan president also said his government would grant amnesty to all political prisoners ar rested after 1981 “immediately upon achievement of an effective cease fire and the incorporation of armed groups into civilian life.” The announcement came at the close of a two-day Central American summit meeting in the Costa Rican capital of San Jose, where Ortega had been under heavy pressure from other regional leaders to com ply with the peace plan signed in Guatemala on Aug. 7. Popaduik said the Reagan admin istration would reserve comment on Ortega’s announcement until it has additional details. However, he said it is up to Nica- Ortega agrees to open talks with U.S.-backed Contras SAN JOSE, Costa Rica (AP) — President Daniel Ortega of Nicara gua lifted a state of emergency in his country Saturday and said his gov ernment would open direct cease fire talks with LMS.-backed rebels within the next few days. In Miami, Aristides Sanchez, a Contra leader, said Saturday that the rebels would meet face-to-face with Ortega, but that they would not con fine their discussion to the mechan ics of a cease-fire despite Ortega’s in- sistance to the contrary. Ortega, who had said he would never take those steps as long as a civil war raged in his country, made the announcement at the close of a two-day Central American summit meeting on the far outskirts of San Jose. The summit ended without tit five Central American presider mentioning a new date to impleme: provisions of a regional peace pfe' which they signed in Guatemai Aug. 7. Asked if they would start tf cease-fire initiatives, PresidentsVif cio Cerezo of Guatemala and J« Napoleon Duarte of EI Salvador sat they have already decreed genetf amnesties under which insurgee' operating in their countries are W to re-enter political life once theyli down their weapons. Both said their actions ful® their obligations under the pea- accord. Referring to the future of li| agreement, Duarte said, “Weareff lying on the word of our fellow# idents that they will comply” witntl' 1 accord. ragua “to comply immediately with all the provisions of the Guatemala agreement.” “Nicaragua has already had 150 days to comply, but all we have seen is a track record of broken promises, much rhetoric and some cosmetic measures,” Popaduik said. Alejandro Bendana, secretary general of the Nicaraguan Foreign Ministry, on Sunday warned the Reagan administration against seek ing more aid for the rebels. “It will be a blow not only again* Nicaragua but against all of theCef tral Americans. We expect theR« j gan administration not to stabtR Central American presidents an ; the peace plan in the back,” he said The secretary general said On* ga’s decision is sending a signal 6 the United States that we aregol to go the last mile for peace. “One more dollar for the Contras may just mean the end of the Cen tral American peace plan,” Bendana said in an interview from Managua on NBC-TV’s “Meet the Press.” Costa Rican President (¥ Arias, who last year won the Not* Peace Prize for the regional pei plan, said that if Ortega compl* with the accord, the United Stai* will be forced to end its aid tothei* bels.
