An Illinois law requiring that par ents be notified at least 24 hours be fore teen-age girls abort their preg nancies should be reinstated, state Deputy Attorney General Michael J. Jerry Falwell said Tuesday he is quitting as president of the Moral Majority, declaring it is time for someone else to “be the lightning rod.” Falwell, who founded the organi zation of conservative Christians in 1979, said he owed it to his church in Lynchburg, Va., to return to his first love, preaching. “I am now rededicating my life to the preaching of the gospel,” he said. He also said he would devote him self to Liberty University, which he founded, and to other ministries in cluding one he hopes will lead to a national telephone crisis line offer ing help to pregnant teen-agers, drug addicts and others in need. Falwell says this needs to be done to battle the serious problems that teen-agers are facing in the world to day. “At age 54, my first love is back to the pulpit, back to preaching, back to winning souls, back to meeting spiritual needs,” he said. Falwell said he continues to favor Vice President George Bush for president but actively will campaign for no one. Man arrested for threatening to kill Shultz WASHINGTON (AP) — An unemployed chemist armed with three guns and at least 600 bullets was arrested Tuesday after alleg edly telling his mother he was going to kill Secretary of State George P. Shultz, authorities said. Edward Lewis Gallo, 41, of Worcester, Mass., was taken into custody at a local hotel and charged with making a threat against a public official. Viktor P. Karpov, former chief of the Soviet negotiating team at the Geneva arms talks and now a senior adviser in the Foreign Ministry, pre dicted there would be an agreement on strategic, or long-range nuclear arsenals, and space weapons at a summit in the Soviet Union next year. At the upcoming superpowers ~ Gorbachev are meeting, Reagan and expected to sign an agreement elimi nating their countries’ short- and medium-range nuclear missiles. “An understanding was reached that the Washington meeting will . . . outline the basis for an agreement for a 50-percent cut in the strategic offensive arms” on condition of a pe riod of time being set to disallow withdrawal from the 1972 Anti-Bal listic Missile treaty, the Soviet news agency Tass said. Karpov said the Soviet Union rec ommends a 10-year prohibition on withdrawal from ABM, which it maintains would be violated by Rea gan’s star wars program. But he ac knowledged that it was subject to further negotiation, Tass said. Karpov said a fourth U.S.-Soviet summit, to be held in Moscow in the first half of 1988, “will sum up that work.” The Reagan administration and the Soviet Union disagree on how much research and development of a space-based defense may be con ducted within the limits of the ABM treaty, but both sides acknowledge the document prohibits deploymeni of a defensive shield like that envi- Li Ai ac sioned by Reagan. Either side is free to break out of the treaty on six months’ notice, and the Soviet Union has sought a non withdrawal pact to block deployment of star wars.
