New seat belt study reveals
B-CS residents buckling up

A study of 14 Texas cities found
that 59.9 percent of Texans — and
64 percent of Bryan-College Station
residents — still buckle up almost
two years after Texas’ safety belt law
was enacted.
Although Texas’ usage averaged
lower than most states without laws
prior to its seatbelt law, its rate now
is about 9 percent higher than other
states with seatbelt laws, Womack
says.
The study, conducted by the
Texas Transportation Institute in
June, showed a relatively small de
crease in safety belt usage compared
to last year’s study, says Katie Wo
mack, an assistant research sociolog
ist for TTI.
Following enactment of the safety
belt law in 1986, seat belt usage in
Texas was 66.1 percent. In 1985,
15.2 percent of Texans wore seat
belts.
“An increase is expected anytime
you enact a seatbelt law,” Womack
says, “but in other states, after this
initial increase, usage begins to level
off at some point.”
Therefore, she says, Texas’ de
crease of only 6 percent from the
1986 study is encouraging.
A survey of 19 cities by the Na
tional Highway Traffic Safety Ad
ministration shows states with seat-
belt laws averaged 50.6 percent
usage while states without seatbelt
laws averaged 27.1 percent seatbelt
usage.

Studies on seatbelt usage are nec
essary, Womack says, because man
datory seatbelt usage in Texas is con
troversial and accurate data is
needed on seatbelt usage rates.
The studies determine the extent
to which safety belts are used and
how variables such as age and gen
der influence usage rates.
Bryan-College Station, with 64
percent of area drivers wearing their
seatbelts, has an above-average us
age rate, Womack says. Austin has
the highest usage rate at 74.4 per
cent, and Brownsville, with 43.7 per
cent, has the lowest.
The one-week study was con
ducted by trained observers in 14
metropolitan cities representing dif
ferent geographic areas of the state.
Observers recorded the seatbelt us
age of 3,000 cars at 12 intersections
in each city.
Intersections of Jersey and Well

were a few of the areas studied in
Bryan-College Station.
