AUSTIN (AP) — The state might
not be able to pay its utility bills in
West Texas if El Paso Electric Co.
gets the 33.3 percent rate increase it
wants, an assistant attorney general
told state examiners Thursday.
Scott McCollough’s comments
came on the first day of the Public
Utility Commission hearing on El
Paso Electric’s request for a $71.3
million rate increase. The hearing is
expected to continue for up to two
months.
“We will show that the state of
Texas does not have the money to
pay its utility bills because the Legis
lature has seen fit to reduce state
agency appropriations for utilities.
In fact, the governor just last week
line-item vetoed utility contingency
funds for the College Coordinating
Board,” McCollough said.
“That means the largest (state)
customer in the El Paso area, the
University of Texas at El Paso,
doesn’t have any contingency funds
for utilities.”
The state paid $2.3 million in El
Paso Electric bills during the test
year submitted by the company. Mc
Collough said that would increase by
at least $750,000 a year if the full in
crease is granted.

HOUSTON (AP) — A 10-year-
old boy accused of a Mother’s Day
shooting that killed his father and
wounded his mother was sentenced
to a year’s probation Thursday, a
prosecutor said.
The boy, who has been placed in
the custody of a brother, also will un
dergo counseling, Assistant District
Attorney Elizabeth Godwin said.
Godwin said the boy admitted to
voluntary manslaughter in his fa
ther’s death and aggravated assault
in the shooting of his mother. He
had faced a murder charge, she said.
After reviewing the evidence in
the case, Godwin said, “We felt like
reducing the charge was appropri
ate.”
