PLO finds unity under Arafat
after session of compromise

ALGIERS, Algeria (AP) — The
Palestinians’ “parliament-in-exile”
ended a stormy session Sunday with
the PLO reunited under Yasser Ar
afat, but with a Middle East peace
settlement looking more remote
than ever.
For the first time since its split
four years ago, Arafat, chairman of
the Palestine Liberation Organiza
tion, and his leading Marxist rivals,
Nayef Hawatmeh and George Ha-
bash, appeared hand-in-hand and
smiling as the 18th meeting of the
Palestine National Council came to a
close amid prolonged applause.
But the bitter dissension between
hardliners and Arafat-led moderates
that was aired during the five-day
session suggested the PLO’s new
found unity is fragile and subject to
constant upheaval.
Arafat once again survived con
certed efforts by Syria’s President
Hafez Assad and Syrian-led radicals
to oust him, but he paid a heavy
price, bowing to demands that he
abandon his relationship with Egyp
tian President Hosni Mubarak.
An earlier, informal agreement
would have allowed Arafat to main
tain his relationship wilh Mubarak in
violation of an Arab boycott imposed
after Egypt signed a 1979 peace
agreement with Israel.
In exchange, Arafat had
to drop all attempts to negotiate
future peace settlement underaji

from Syria and the host governait
of Algeria, Hawatmeh and Ha
on Saturday abruptly upped
ante: to maintain the PLO's *
found unity, Arafat would havt

not in the best interest of the school
or the student body,” Alders said.
“And then student input is needed.
“But I was basically the opposite
of a reactionary president. I really
worked with the administration.”
It’s this kind of attitude, Cook
said, that has brought the student
body presidency to the position of
being able only to weakly influence
instead of control.
“If they had the influence they
should, they could have stopped se
nior finals,” Cook said. “They could
have put a student on the Board of
Regents, developed a real quiz file
for all students, set up tutorial serv
ices, more laundry facilities.
“The student body president gets
a lot of unearned, undeserved re
spect from the administration, stu
dents and elected officials. What he
should be doing is paying hack the
students for his position. Starting to
earn it.”
Dr. Murray Milford, former
speaker of the Faculty Senate, said
when he was speaker he didn’t have
any actual power either, but his in
fluence was tremendous.
“While I didn’t have any power, I
felt I had the weight of the Senate
behind me on any issue we dis
cussed,” Milford said. “And I think
the student body president has simi
lar power — though I think he
would certainly have more power if
he was elected with 25,000 votes in
stead of 4,000.
"I think he has enough txtwer,
though he is handicapped by the
lethargy of the students."
The only extra power a student
president could legitimately hope
for would be more influence, lie
said, but never more legislative
power.
“The fact that the Student Senate
doesn’t even show r up at meetings
also handicaps the president,” he
said. “If students aren’t interested,
we don’t pay a whole lot of attention
to the student perspective because
there doesn’t seem to be one.”
Sims claims the student body pre
sidency is a destroyer of idealism
and that he has come to grips with
the fact that his only political
strength is his ability to sweet-talk
those truly in power over to his way
of thinking.
“As far as coercive power, the

Intramural Golf Driving Range Grand Opening
The Grand Opening of the Driving Range will be Thursday, April 30 at 3 p.m. Driving Rangeislo-
cated at the Intramural Sports Center, west of the Frank G. Anderson Varsity Track.
Dr. Frank Vandiver will give the opening remarks followed by Vice President for Student Services,
Dr. John Koldus and Health and P.E. Department Head, Dr. Leonard Ponder. President Vandiver
will officially open the Driving Range by hitting the first golf ball. Anyone attending the grand open
ing will have the opportunity to hit a complimentary bucket of balls, there will also be concessions
on sale to interested golfers.
