AMARILLO (AP) — The search
for the nation’s first high-level nu
clear waste dump site could focus on
Nevada, rather than the two other
proposed locations in Texas and
Washington, U.S. Sen. Lloyd Bent-
sen said Tuesday.
Bentsen was in Amarillo to speak
at a chamber of commerce function.
A subcommittee of the House Sci
ence and Technology Committee
has recommended barring the De
partment of Energy from spending
any money on site characterization
in Texas or Washington.
A spokesman for Bentsen’s office
said the Energy Research Subcom
mittee, chaired by U.S. Rep. Marilyn
Loyd, D-Tenn., voted Mar. 25 to cut
the DOE’s request from $500 million
to $288 million.
The subcommittee decided to bar
spending in the two states after hear
ing testimony from a geologist who
said groundwater problems could
make the Texas and Washington
sites impractical.
The full committee is expected to
act on the legislation within the next
few weeks.
Bentsen said site-testing in Deaf
Smith County and on the Hanford
Reservation in Washington would lx*
an expensive process. Cutting the
testing would reduce spending by
about two-thirds, he said.

AUSTIN (AP) — Gov. Bill Clements said Tuesday he
considers it vital that legislation being considered to
regulate abortions include a provision that unmarried
teen-agers obtain at least one parent’s consent for the
operation.
“I think parental consent is the most important part
of the bill,” Clements said.
On Monday, the Senate sponsor of the abortion reg
ulation bill said he agreed to drop the parental consent
provision in hopes of obtaining more support for the
measure.
“I still consider this of immense public interest, but
I’m a political realist,” Sen. Ted Lyon, D-Mesquite said
before the Senate Health and Human Services Commit
tee. “With that provision, I didn’t have a chance to pass
this bill out of this committee.”
But Clements told his weekly news conference Tues
day that he expects an amendment to be offered on the
Senate floor to again require a parent’s consent.
“The only way to get it out of committee was to drop
(the provision),” Clements said.

Texas Senate OKs bill to extend
life of mental health departmen
AUSTIN (AP) — The Senate on
Tuesday approved a bill to extend
the life of the Texas Department of
Mental Health and Mental Retarda
tion despite one senator’s comments
that a provision in the bill could lead
to “open-end” expenses for parents
of patients.
The MHMR department, estab
lished in 1965 and now one of the
largest state agencies with nearly
23,000 employees, operates eight
state mental hospitals, 13 state
schools for the retarded and other
facilities and programs.
The agency would lx: abolished
on Sept. 1 under the Texas Sunset
Act unless it is continued by the Leg
islature. The bill approved by the
Senate, which extends MHMR to
1999, was sent to the House on voic e*
vote.
Bill sponsor Ray Farabee, D-Wi-
chita Falls, noted that the measure
deletes the current fee schedule,
which Farabee said was adopted in
the 1960s and is outdated.
“This gives the department lati
tude to update the fee schedule,” Fa
rabee said.
