Texas' bid for earlier primary OKd by Justice department AUSTIN (AP) — The U.S. Jus tice Department has approved Texas’ plan to join other Southern states in holding the “Super Tues day” presidential primary in March 1988, state election officials said Monday. Secretary of State Jack Rains said federal officials had given clearance required by the Voting Rights Act for the shift. Texas and about a dozen other Southern states are moving their primaries and caucuses to the sec ond week in March in a bid to lure more presidential candidates to the South to talk about issues of impor tance to the region. Backers of the idea, which was approved by the Texas Legislature during its special session last sum mer, said the change should give the South — and Texas as its largest state — considerably more clout in choosing the Republican and Dem ocratic party presidential nominees. Texas has held its primary on the first Saturday in May, with runoffs in June. Under the new plan, statewide primaries will be held on the second Tuesday in March, with primary runoffs held in April. For 1988, the primary will be held on March 8. Rains said approval was sought from the Justice Department so that his office could continue plan ning for the new date. Rains noted that financing the primary will account for a large portion of his office’s budget, which is being considered by the Legis lature this session. According to the Southern Legis lative Conference, which has been a driving force for the Super Tues day effort, 13 states have scheduled their primaries and caucuses for that week. Those states account for more than one-fourth each of the total number of delegates who will be se lected to attend the Republican and Democratic national conventions. States so far scheduled to partici pate in the Southern super primary on March 8, 1988 are Alabama, Georgia, Florida, Kentucky, Loui siana, Maryland, Mississippi, Mis souri, North Carolina, Oklahoma, Tennessee and Texas, the SLC said. In addition, Virginia plans to hold delegate selection caucuses on Saturday, March 12, as do South Carolina Democrats.
