What’s up AUSTIN (AP) — The Senate completed legislation Monday aimed at making 500 spaces available in the prison system by moving non-violent inmates to halfway houses around the state. “This expedites $2.2 million in funding for halfway houses so we can get them (qualified convicts) out of regular cells,” said Sen. Bob Mc Farland, R-Arlington. The resolution, approved by the Senate on voice vote, was approved by the House last week. It directs the Board of Pardons and Paroles to use money appropriated for later this year to speed up placement of eligi ble inmates who are within three to six months of release. Legislators were told there are 32 halfway houses statewide with which the state contracts to house inmates before they are released on parole. About half of the beds are empty. McFarland said the $2.2 million would be replaced in another emer gency prison funding bill to be intro duced later. The omnibus bill also will provide funds to make court-or dered improvements in the Texas prison system. Senators also approved 29-0 and sent to the House a bill that would reinstate the Fishing license exemp tions for those over 65 years of age or under 17. Sens. J.E. "Buster” Brown and Ted Lyon, D-Rockwall, who au thored the bill, said age exemptions were wiped out by a 1985 law that said every fisherman must have a li cense. It was the third time in a month that the prison system had to close because the inmate population had surpassed a 95 percent of capacity limit set by the Legislature to ease overcrowding. The last head count, made at mid night Friday, totaled 38,297. That number was 94.78 percent of capac ity, or 89 inmates below the legal limit. About 210 inmates were released Friday making the population figure drop below the 95 percent cap, Brown said. several said the new unit won’t end the crowding crisis that has closed the prison system’s gates three times this year. “The public’s got a decision to make through the Legislature this session — they’re going to have to turn out convicts or they’ve got to build more prisons,” said Rep.
