Statistics show most parolees
from Texas stay out of jail
HOUSTON (AP) — Of the in
mates paroled from Texas prisons,
67 percent stay out of jail — two per
centage points better than the na
tional average, according to statistics
from the state Board of Pardons and
Paroles.
“It’s not really a question of
whether the system works or not,”
said John Byrd, executive director of
the board. “Because we deal with hu
man beings, we have to deal with
both success and failure.”
The actions of the parole board
have come under closer scrutiny re
cently as the Texas Department of
Corrections tries to cope with a
crowding problem that triggered a
shutdown of the nation’s second-
largest prison system.
One inmate recently released was
a model parolee with a record of
only petty crimes. But following his
release, he kidnapped a woman and
child, killed the woman and a Texas
Ranger before he was killed by the
slain Ranger’s partner.
“Unfortunately, the public per
ception is with those cases that make
headlines,” Byrd told the Houston
Post. The parole board will accept
responsibility for decisions that were
wrong, but most decisions are good
ones, he says.

Land Unit.
“I’ve seen people with their
throats cut, seen people stabbed
while taking a shower, seen people
scalded with hot water,” Wiley says.
“I was very lucky. And I’m not going
back.”
Wiley, convicted of aggravated
robbery in 1982, says that once de
prived of his freedom, deprived of
the chance to hold his wife in his
arms and deprived of the opportu
nity to watch his son grow up, he was
determined to get out of prison.

For other inmates, the fear is how
they will be accepted.
Parole board figures show 73 per
cent of the inmates released —
