The Institute for Pacific Asia has been established by the Texas A&M University System Board of Regents in order to promote and coordinate research and instructional programs and facilitate the creation and exchange of knowledge and ideas among scientists, scholars, and student of selected institutions of higher education and research in the Pacific Asia region and those at Texas A&M University. The programmatic focus of the Institute will be on science, technology, and ecomonic development. Although the initial geographic focus will be on the Northern Pacific Core including China, Taiwan, Hong Kong, Japan, and Korea, the Institute is expected to extend its focus to include Indonesia, the nations of southeastern Asia, and India. •The Director will be selected from among faculty and staff currently employed at Texas A&M University. He or she should have high entrepreneurial abilities and sufficient academic stat ure to endow the Institute for Pacific Asia with the confidence of the University community. •The Director, who will hold a part-time appointment in the Institute, will be responsible for programmatic development and for establishing the institutional and financial relationships that will make the institute self-supporting within three years. •The Director will report to the Office of the Provost and be advised by two boards, one inter nal and the other external. The test for antibodies to the AIDS virus now is required only for blood donors. The federal Centers for Disease Control has invited 250 public health officials to Atlanta for a pub lic hearing to discuss its proposal, Dr. Walter Dowdle, the CDC’s AIDS director, said. Those invited to the hearing Feb. 24-25 include members of civil liber ties groups, who may oppose the proposal, Dowdle said. The CDC will decide after the hearing whether to make a formal proposal about expanded testing for AIDS. Senate OKs state raises speed limit World Briefs Reagan’s communication chief resl^S^ WASHINGTON (AP) — The Senate voted Tuesday to let states raise speed limits along sparsely set tled stretches of interstate highways to 65 mph, setting up a clash with the House that could delay distribu tion of billions of dollars of federal transportation aid. The speed limit increase, ap proved 65-33, was an amendment to the $52.4 billion highway bill, which would provide assistance to road and bridge projects in the states for the next four years. A $10.8 billion package of mass transit assistance is expected to be added to the bill. A $91 billion highway and transit bill passed by the House last month would retain the 55 mph speed limit, and Rep. James Howard, D-N.J., chairman of the House Public Works and Transportation Committee, has said he favors 55 mph. Thus, the two chambers could be heading toward a replay of last fall’s standoff, when a highway and tran sit aid package died in a Senate- House conference committee. One reason was that senators on that committee insisted on the higher speed limit while representatives re fused. “I want to get the bill passed, and I want to get it through conference and get it on the president’s desk,” Senate Majority Leader Robert Byrd, D-W.Va., said before Tues day’s vote. Byrd voted against the higher speed limit last year. The Senate approved an identical 65 mph measure last year by a 56-36 vote. Most support for increasing the limit came from Western legislators, who argued that higher speeds should be allowed on long, isolated sections of road.
