But George Friga says he couldn’t get help either in or out of prison. Friga, who was released in May from his third term in the Texas prison system, is in the Travis County Jail waiting to be tried for two additional sex crimes. He said Texas’ criminal justice system, which he says stresses pun ishment and ignores correction, should bear some of the responsibil ity for crimes he has committed after being released from prison. “I’m aware of what’s happening,” Friga told the Austin American- Statesman. “I fight it a lot of times, but I’m just not able to control it. It’s not like it’s continuous. Sometimes I have been able to fight the urge and keep from doing it. “If my mind is occupied with other things, then that helps. The system, the nation’s second largest next to California, narrowly avoided an admissions shutdown Friday when population figures showed the number of inmates at 94.93 percent of capacity, just 27 in mates short of the 95 percent mark that would trigger closing. The latest count at midnight Thursday showed 38,343 inmates, prison spokesman Charles Brown said. But the department received some leeway this weekend, since no new inmates are accepted on Satur days and Sundays. Charles Brown, a L’DC spokes man, said that while he could not talk about Friga’s case, there are no counseling programs for the 3,000 sex offenders in Texas prisons. David Nunnelee, another TDC spokesman, said there are plans to ask the Legislature for money to set up such a program. An Austin woman Friga raped in 1983 agrees that the way Texas deals with sex offenders does not work. She has vowed to join him in efforts to convince the TDC of the impor tance of such programs. “He was in prison for less than three years for raping me, and he gets out and does it again,” she says. “Maybe now is the time to do some thing in TDC before he gets out and does it again. The judge gave the prison system until March 31 to meet the standards or risk fines of up to $800,500 a day.
