and other Communist leaders ad
dressed crowds in Manila to mark
the start Wednesday of the first na
tionwide cease-fire in the 17-year in
surgency.
The cease-fire began at noon with
the peal of church bells in provincial
cities.
Thousands of people rallied for
hours in the main square of Bacolod,
300 miles south of Manila, where
four Communist leaders obliged res
idents by autographing fans, T-
shirts and scraps of paper.
Nemesio Francisco Demaliles, re
gional commander of the New Peo
ple’s Army, took out a guitar and
played for the crowd.
“Today’s occasion reminds me of
the story of the people of Mount Si
nai who were given the 10 com
mandments of love," said the Rev.
Francisco Fernandez of the Commu
nist-dominated National Democratic
Front.
“Today we bring the tablets of
peace and progress,” he told a
cheering crowd of nearly 20,000.
The Philippine News Agency re
ported a candlelight march of about
3,000 people in Iloilo city, 175 miles
south of Manila. Top leaders of the
outlawed Communist Party partici
pated.

LEXINGTON, Ky. (AP) — A
sniper dressed in a black martial arts
costume and carrying a Samurai
sword was subdued by a blast from a
water hose Wednesday, 1 1 hours af
ter he began firing a rifle at random
from a building at the University of
Kentucky.
Two men were wounded during
the standoff.
The gunman, Ulysses S. Davis III,
had been fired by the university last
summer for fighting.
The blast of water knocked the
sword from his hand and pushed
him against a wall.
Sgt. Greg Howard, one of the po
lice officers who had negotiated with
Davis, said when the water knocked
the sword away, “that made it easy to
take him into custody.”
Davis, 25, suffered minor injuries.
