FORT WORTH (AP) — An Air
Force colonel who commands a ma
jor strategic base has been relieved
of his post and reassigned, pending
a probe into unspecified allegations,
officials said Wednesday.
Seventh Wing Col. Charles G. Ku-
cera was relieved of his Carswell Air
Force Base command Tuesday “for
the good of Carswell” while the Air
Force investigates this incident, Maj.
Ken St.John said.
St. John — a spokesman at 8th Air
Force headquarters in Bossier City,
La., which oversees 13 bases — said
no charges have been filed against
Kucera, but that he could not elab
orate on why the demotion was
made.
Another spokesman, Lt. Col. Ed
Peterson said it would be “inappro
priate to reveal the nature of the in
vestigation while the investigation is
in progress.”
Kucera was replaced by former
vice commander Col. Donald F. Al
lan at Carswell, a major base where
long-range B-52 bombers are sta
tioned.
Pending the result of the investi
gation, Kucera has been reassigned
as special assistant to the 19th Air Di
vision commander at Carswell, St.
John said.
Kucera assumed command in
1985 after commanding the 319th
Bombardment Wing at the Grand
Forks Air Force Base in North Da
kota. He earned his pilot’s wings in
1963 and has logged more than
4,500 hours of flying time, mostly in
B-52s.

AUSTIN (AP) — A Houston cou
ple who lost another round in a
court battle to rebuild a hurricane-
damaged beach home will ask the
U.S. Supreme Court to strike down a
portion of the Texas Open Beaches
Act, the family’s lawyer said.
The Texas Supreme Court ruled
Wednesday that Robert and Anne
Matcha could not rebuild their Gal
veston home even though the same
hurricane that damaged it had left it
on public property.
In 1983, hurricane Alicia moved
the vegetation line that, under Texas
law, serves as the boundary between
public and private property on
beaches. The Matchas’ home wound
up on the public side of the line.
After Attorney General Jim Mat
tox Filed suit to stop the Matchas
from rebuilding the home. State Dis
trict Judge Harley Clark of Austin
ruled last September that the Mat
chas could not rebuild. The Austin
Court of Appeals affirmed Clark’s
decision.
The Matchas’ attorney, Karen
Lerner, said her clients now are
counting on the U.S. Supreme Court
to strike boundary portion of the
law.
UT finishes investigation of hazing death
AUSTIN (AP) — The University
of Texas ended its investigation
Wednesday into the drinking death
of fraternity pledge Mark Seeberger
and announced it was taking discipli
nary action.
Joyce Pole, spokeswoman for UT,
said under university rules discipli
nary actions are confidential and the
university could not say what action
was being taken or how many per
sons were involved.
“The university has completed its
investigation of the circumstances
surrounding the death of Mark See
berger,” said a brief statement from
UT Vice President for Student Af
fairs Ronald Brown. “The dean of
students is proceeding to take disci
plinary action.”
