J Jury denied access to Laredo police info LAREDO (AP) — A state district judge has agreed to quash a grand jury subpoena that sought all police department personnel and internal affairs records dating back five years. Jurors had demanded the records Nov. 12 as part of their inquiry into criminal complaints against some police officers, but city and police of ficials protested that the subpoena was too broad, vague and an inva sion of privacy. Judge Elma Salinas Ender sided with the city Monday, but said she’d be glad to assist the jurors in draw ing up a new subpoena when they meet again later this week. City Attorney Anthony McGet- trick said the subpoena violated the rights of police officers who agree to testify in departmental investiga tions with the understanding that they not be criminally prosecuted for their statements. Laredo Police Officers Associa tion attorney James Morris said, “The subpoena is over-broad and there are no procedural safeguards. “It’s a fishing expedition. The grand jury is using their subpoena power as a tool for discovery to allow a broad, sweeping investigation.” Despite the judge’s decision, how ever, Assistant District Attorney Ana Laura Cavazos says the investigation into the police department will con tinue. “We believe that the court cannot interfere with the functioning of the grand jury,” Cavazos said. "Grand jury proceedings are secret even to the judge. She does not have the au thority to tell them to come to her and tell her what they want.” Gavazos wouldn’t discuss specific subject matter, but she said the in vestigation began after her of fice re ceived several complaints.
