WASHINGTON (AP) — Presi
dent Reagan intends to stand firm
on his “Star Wars” plan and press
for an 80 percent slash in Soviet nu
clear missiles in Asia at his meeting
with Mikhail S. Gorbachev in Ice
land, an administration official said
Wednesday.
If the Soviet leader agrees to
make concessions on the missiles,
Reagan and Gorbachev probably will
emerge from their session in Reykja
vik this weekend with a framework
for a treatv to sharply reduce U.S.
and Soviet nuclear missiles in Eu
rope, the official said.
Also, Reagan and Gorbachev are
likely to set a date for a full-scale
summit meeting in Washington in
December, said the official, who de
manded anonymity.
But Reagan does not intend to ne
gotiate with Gorbachev about the
U.S. Strategic Defense Initiative,
known popularly as Star Wars, the
official said.
The State Department advised the
president to seek a compromise with
Gorbachev on their views of the
1972 Anti-Ballistic Missile Treaty,
die official said, but Reagan rejected
the advice.
Last month Reagan authorized
U.S. negotiator Max M. Kampelman
to seek an interim agreement for
deep reductions instead of eliminat
ing the missiles entirely, as the presi
dent initially proposed.
The Soviets have 270 SS-20 mis
siles, with 810 warheads, aimed at
Western Europe and another 171 of
the mobile nuclear weapons on their

WASHINGTON (AP) — A com
promise anti-narcotics bill, which in
cluded a death penalty for drug-re
lated murders, was approved
Wednesday by the House, despite a
threatened Senate filibuster that
could kill the election-year legis
lation.
The amended version of the drug
bill, first approved by the House
Sept. 11, was passed on a 391-23
vote.
Rep. George W. Gekas, R-Pa., the
original sponsor of the death-pen
alty provision, said the death penalty
was necessary as a tool against those
who kill at random to make sure
their drug syndicate remains intact.
The bill would provide the death
penalty for committing murder to
further a continuing narcotics enter
prise.
Before the debate, House Major
ity Leader Jim Wright, D-Texas,
who included the provision in the re
vised legislation approved Tuesday
by the Rules Committee, acknowl
edged the filibuster threat by mod
erate Senate Republicans and liberal
Democrats.
The Senate, which passed its ver
sion of the anti-drug bill last week,
deleted the death penalty provision
as well as several other controversial
items, including a relaxation of the
rule that would bar the use of ille
gally obtained evidence in court.
House Speaker Thomas P. O’Neill
Jr., D-Mass., an opponent of the
death penalty, said the drug bill
could not pass without the provision.
The compromise drug bill would
authorize $1.8 billion in the current
fiscal year for drug enforcement, ed
ucation and prevention.
It deletes other controversial
items in the original House bill, in
cluding the exception to the exclu
sionary rule of evidence for warrant
less searches by police who act in
good faith.
It also drops a House-passed pro
vision that would require the use of
the military to patrol the U.S. border
against drug smuggling.
