WASHINGTON (AP) — Japa-
nese-American congressmen joined
black and Hispanic colleagues
Thursday in calling for an apology
from Prime Minister Yasuhiro Na-
kasone of Japan for remarks he
made about American society.
“It is outrageous that the prime
minister of another country would
make such a comment about citizens
in our great country,” Rep. Norman
Y. Mineta, D-Calif., said at a news
conference
A dozen House members made
floor speeches criticizing Nakasone’s
remarks, in which he reportedly said
the United States’ intelligence level is
lowered by blacks, Puerto Ricans
and Mexicans.
Two Japanese newspapers, Yo-
miuri Shimbun and Tokyo Shim-
bun, reported that Nakasone told a
study session of his Liberal Demo
cratic Party on Monday that Japan
has a higher intelligence level than
the United States because Japan is a
one-race society.
“The level in the United States is
lower because of a considerable
number of blacks, Puerto Ricans and
Mexicans,” Nakasone was quoted as
saying.
However, a party official said he
had referred to the level of literacy
rather than intelligence.
Nakasone told Japanese reporters
on Wednesday: “I did not intend ra
cial prejudice or to slander other
countries. What I meant was that the
United States has achieved great re
sults including the Apollo program
and the Strategic Defense Initiative,

“I intended to say that (read

FAA slow in requiring
aircraft safety system
VyASHINGTON (AP) — Con
gressional critics Thursday charged
the Federal Aviation Administration
with failing to move quickly to re
quire collision avoidance systems in
commercial aircraft.
“We are here to Find out why it
has taken nearly three decades to de
velop a piece of equipment that
could save lives, and why the use of
such equipment was not long ago
made mandatory,” declared Rep.
James L. Obserstar, D-Minn., in
opening hearings on the longstand
ing collision avoidance controversy.
The hearings came a week after
the Federal Aviation Administration
said it plans to propose a regulation
next year that would require com
mercial jetiners to be equipped with
devices that warn pilots of nearby
aircraft.
The FAA and industry have for
more than 20 years searched for
ways to warn pilots of an impending
collision. The ef fort gained renewed
attention after the Aug. 31 collision
of a private plane and a Mexican jet
liner over Cerritos, Calif. At least 81
people were killed.
But even before that accident, the
nation’s commercial pilots appar
ently had serious concerns about the
possibiity of colliding with another
aircraft.
The Air Line Pilots Association,
which represents the bulk of com
mercial pilots, more than 34,000 al
together, said Thursday that a sur
vey of 28,000 of its members last
June showed the danger of an aerial
collision was the single greatest
safety concern among commercial
pilots.
Three out of four pilots said the
development of a collision avoidance
system should be given a high prior
ity and two out of three rejected a
suggestion that the danger might be
exaggerated, according to the union.
NASA unveils new proposal
for building space station
WASHINGTON (AP) — NASA
officials unveiled a new plan Thurs
day that would require 17 space
shuttle flights to assemble a space
stStioh, beginning in 1993 and fin
ishing in 1994.
The new design uses four pres
surized chambers to connect the sta
tion’s living quarters with laborato
ries and other modules.
As he presented the design to
Congress, Administrator James C.
Fletcher also outlined a new man
agement plan that would keep all
station production work dealing
with the manned aspects of the sta
tion in Houston.
Texas congressmen had been up
in arms over the previous proposal
that would have shifted about 1,900
prospective jobs from Houston to
the Marshall Space Flight Center in
Huntsville, Ala. Their protests
caused Fletcher to put the program
on hold for 90 days for a review.
“We are not transferring work
from one center to another,” said
Andrew J. Stofan, the newly ap
pointed chief of the space station
program. “All testing for the
manned system will be done at the
Johnson Space Center.”
Four NASA centers, including the
one in Texas, are in charge of va
rious “work packages,” that will be
parceled out to contractors. The old
management system would have re
quired shipping parts manufactured
by one center’s contractor for com
pletion or testing by another.
