The FDIC board of directors ap proved the assumption of the de posit liabilities by a newly chartered subsidiary of Citizens Bankers Inc. of Baytown, FDIC spokeswoman Ju lie Amberson said. The failed bank’s only office will reopen today as The Texas Inde pendence Bank of Pasadena and its depositors automatically will become depositors of the assuming bank, Amberson said. Texas Independence Bank, with about $12 million in assets, was closed Thursday by Texas Banking Commissioner James L. Sexton and the FDIC was named receiver. “The bank’s assets condition dete riorated over the past several exami nations, resulting in a severely weak ened capital structure,” Sexton said. “A high concentration of poor-qual ity loans lead to further significant losses, exceeding the remaining cap ital funds.” The bank’s board of directors ten dered the failing bank to the com missioner for liquidation, Sexton said.
