Panel identifies slain officer
as gunman in 1982 killing
SAN ANTONIO (AP) — Slain
police officer Stephen R. Smith ap
parently was the gunman in a 1982
slaying and is a suspect in two more
ambush killings, a special panel of
investigators has concluded.
The panel identified Smith as the
killer of suspected auto burglar Ter-
nell R. Folsom, 22, who was shot out
side a San Antonio apartment on
Dec. 28, 1982, police said.
Police said Smith was shot to
death on Aug. 18 by fellow police of
ficer Farrell Tucker.
Capt. James Despies said, “We
will confirm that we have informa
tion which leads to the implication of
Stephen Smith in three separate
murders.”
He said Smith is a suspect in two
other homicides:
• The March 28, 1985 slaving of
Clarence Leonal Cain Jr., at about
1:3() a.m.
• The Aug. 31, 1985 shooting of
Adolfo Cuellar Jr., as he sat with
some f riends about 3:30 a.m.
