Report: Small 2-door cars show
worst record for injuries, repairs
WASHINGTON (AP) — Motor
ists are likely to be safer and face
lower collision repair costs in large,
four-door cars, station wagons and
vans, according to an insurance in
dustry report released Thursday.
The study by the Highway Loss
Data Institute, an affiliate of the In
surance Institute for Highway
Safety, shows small 2-door models
and many small or mid-size sport or
specialty cars as having the worst in
jury and repair record.
Many of those small cars show in
jury claim frequencies and repair
losses at least 30 percent higher than
average, while many large cars, sta
tion wagons and vans typically show
40 percent to 50 percent better-
than-average claim records, accord
ing to the analysis.
Government crash tests on a vari
ety of cars over the years have shown
little direct relationship between car
size and how well occupants are pro
tected from serious injury.
But auto safety experts emphasize
that those test crashes were into a
fixed barrier, which does not take
into account the differences in size
and weight among cars.
A crash into a fixed barrier would
be the same as a crash into another
car of the same size traveling at the
same speed. Most actual auto acci
dents do not occur that way.
The Highway Loss Data Institute
report compared the frequency of
insurance claims and average repair
costs of 185 vehicles with adjust
ments made for factors such as
driver characteristics.
The study reflects claims filed on
1983-84 model cars.
The examination of claims “shows
very wide variations in the injury
and collision loss experience

rious vehicles on the nation’s high
ways,” the study concludes.
Among small, non-specialty cars,
the Saab 900 was shown to provide
the best protection against injury —
24 percent to 32 percent below aver
age — but it also was found likely to
have 31 percent to 41 percent higher
repair costs, depending on whether
it’s a 2-door or 4-door model.
Generally, however, the large cars
had the best claims record.
According to the insurance in-
dusty analysis, a motorist in a 4-door
Oldsmobile Delta 88, for example, is
41 percent less likely than average to
be hurt in an accident.
Repair costs for the Delta 88 are
40percent better than average.
Similar top ratings were reported
for the Buick LeSahre, Ford Crown
Victory and a dozen mid-size and
large station wagon passenger vans
and large luxury or specialty cars.

Tax overhaul results include
increase in cost for renters
NEW YORK (AP) — The con
tents of two recent documents sug
gest big financial problems for
America’s growing population of
renters.
The first document is the Tax Re
form Act of 1986, soon to be passed
by Congress and signed by the presi
dent. The other is a study entitled
“Home Ownership and Housing Af
fordability” by the Joint Center For
Housing Studies.
As written, the tax overhaul mea
sure is likely to result in higher rents.
By general consensus, the law will
be death for tax shelters which re
sulted in increased housing con
struction. The impact, in terms of
less rental construction, already has
begun.
While new housing financed by
tax-shelters almost never is available
to those lowest on the economic
scale, it does add to the supply of
housing stock, and allows the poor to
inhabit the least desirable units as
others vacate them.
The act also would lessen depre
ciation of real estate assets for all in
vestors and place limitations on de
ductibility of interest, in addition to
raising capital gains taxes.
Deloitte Haskins 8c Sells, a large
accounting firm, sums up the impact
with this view: “As the tax benefits of
rental real estate are removed or re
duced, rents will have to rise if the
rates of return are to be main
tained.”
The Joint Center findings docu
ment the already precarious situa
tion of many renters.

the study.

That is the situation found by the
Joint Center in 1983. In its report is
sued this year for National Gypsum
Co., Dallas, the center reached an
unusually pertinent conclusion.
Whether the problem abates or
worsens, it stated, depends on the
economy, future federal housing
subsidies, “and the tax treatment of
rental housing that emerges from
the current congressional debate
over tax reform.”
