Ann Richards said Wednesday un
less the current special legislative
session enacts new revenue mea
sures, the state will not be able to
honor its checks by September 1987.
“A program of budget cuts solves
the cash-flow problem only tempo
rarily until August 1987 and de
laying revenue measures until Jan
uary will be too late,” Richards told
the Senate Finance Committee.
“If the Legislature fails to bring in
new revenue during this special ses
sion . . . we will begin the biennium
so deep in the cash hole that we
won’t be able to borrow or beg
enough money to meet our daily
cash needs,” she said.
