NASA controversy Transfer of space station halted WASHINGTON (AP) — NASA would have to get permission from Congress before taking any people or programs away from the Johnson Space Center in Houston under an amendment adopted Thursday by the House Appropriations Commit tee. About an hour before the com mittee acted, NASA Administrator James C. Fletcher announced at a hastily called news conference that he would delay for 90 days a plan to move some research on the space station from Houston to the Mar shall Space Flight Center in Hunt sville, Ala. “NASA really did not do the right thing when it failed to inform Con gress fully when it adopted the man agement restructuring of the space station,” Fletcher told the Associated Press. An amendment sponsored by the three Texans on the Appropriations Committee was added to the NASA appropriations measure on a 30-22 vote. Committee members want Con gress to have more say about the way the space agency is run in the wake of the space shuttle Challenger di saster last January. Rep. Robert Mrazek, D-N.Y., said Congress had relied on NASA ex pertise in the past, “perhaps too heavilv.” The space agency’s proposed re organization of its space station pro gram drew angry reaction from the Texas congressional delegation who saw the move as a weakening of Houston’s status in manned space flight research. Fletcher attended a fence-mending meeting with the congressmen last week and flew to Houston the next day to explain the plan to Space Center employees. Center gets support from Texans WASHINGTON (AP) — The Texas congressional delegation ral lied around Houston when NASA threatened to cut the work done at the Johnson Space Center. Rep. Tom Loeffler, R-Hunt, who gave up his seat in an unsuccessful hid for the Republican gubernatorial nomination, introduced an amend ment in' the House Appropriations Committee on Thursday that said NASA could not move any pro grams or personnel out of Houston without the approval of Congress. The Democrats on the committee, Ron Coleman of El Paso and Charles Wilson of Lufkin, campaigned for votes. Houston is suffering from high unemployment because of low oil prices. The business community sees the Johnson Space Center as an im portant and prestigious enticement to new, high-technology industry. He said the move would have eliminated 300 jobs which otherwise would have gone to Houston, al though he said early misinformation indicated 1,900 jobs would be lost at Houston.
