Bullock extended the challenge to “any members of the press or for mer members of my office,” saying his record for accuracy over the past 10 years is unquestioned. Bullock’s comments followed news reports that said some comp troller’s office staff members and others had differing opinions on the size of the deficit, which has sparked a special legislative session beginning Aug. 6. The state’s slumping economy and the drop in oil prices have caused government revenues to fall well short of the $37.1 billion bud geted by the Legislature for the 1986 and 1987 fiscal years. Bullock in mid-June pegged the deficit at $2.3 billion and last week raised the pro jection to $3.5 billion. The Dallas Times Herald re ported that Bullock’s “top experts” advised him in a memo the day he released the $3.5 billion estimate that their forecast of the shortage was nearly $700 million less. The newspaper reported that the memo also identified about $400 million in savings and said, “Our best estimate is that Texas will face a $2.5 billion shortfall and the end of the current biennium.” Lt. Gov. Bill Hobby, who is tour ing the state to urge support for a combination of spending cuts and a tax hike, told /Vie Dallas Mom News that Bullock’s projection it eluded more than $600 millioni contingencies the state might h forced to pay because ol lawsuits ami other matters. Law enforcement officers will be patrolling the city to back up the lawn-watering restrictions, Wichita Falls officials said Tuesday. The measures ban watering outside from 5 p.m. to midnight. Residents may water outside on an odd-even day system, corre sponding to their address number. Violators face fines of up to $200. City officials blame the shortages on construction at one of the city’s water treatment plants. The plants normally treat 36 million gallons per day, but city use has soared to nearly 60 million gallons per day during the recent hot temperatures. Reserve water supplies were brought to Wichita Falls General Hospital Tuesday when water used to fight a grocery store fire in the city drained reservoirs and lowered water pressures, causing the water level at one reservoir tank to sink five feet in 30 minutes. “We came dose to crashing the system,” said Public Works Director George Bonnett said. However, the hospital did not have to dip into the reserves, said ministrator Clay Ellis. He said i* hospital uses water to run itsair c ditioning system.
