FORT WORTH (AP) — Southern
states have adopted sweeping public
school reforms recently, with higher
teacher pay and tougher courses of
study the most popular, according to
a study released Tuesday.
“I think it indicates that southern
states want to see substantial im
provement in the product of the
school system, which is the student,”
said Joseph P. Albright, speaker of
the West Virgnia House.
The study — conducted by the 15-
state Southern Legislative Confer
ence and released at the group’s
40th annual meeting — said a total
of 185 major education reform mea
sures were enacted in the 15 states
from 1980 to 1986.
Two measures were enacted by 14
of the 15 Southern Legislative Con
ference member states — teacher
salary hikes and more stringent cur
riculum requirements, said C. Gil
more Dutton of the Kentucky Legis
lative Research Commission, which
compiled the report.
Dutton said two other im
provements also proved popular
with 12 states — tests that measure
the progress being made by students
and actions to reduce the size of
classes.
Other much-favored reforms in
cluded requirements that teachers
pass competency tests, career ladder
bonus systems for teachers and more
stringent high school graduation re
quirements.
One of the most controversial re
forms Texas adopted in its sweeping
1984 overhaul of public schools was
a no pass, no play rule requiring stu
dents to pass all their courses to par
ticipate in extracurricular activities.
Only three other states — Missis
sippi, South Carolina and Tennessee
— have adopted no pass, no play re
strictions, the study said.

Wealthy Central American found guilty
Smuggler gets 35-year sentence
DALLAS (AP) — A wealthy citi
zen of the Central American country
of Belize, who prosecution and de
fense attorneys agree was returned
to the United States illegally, was
found guilty Tuesday of federal
drug smuggling charges.
A jury returned guilty verdicts on
seven of eight counts brought
against Angel John Zabaneh, who

was accused in connection with the
smuggling of 1,120 pounds of mari
juana into Longview in 1981.
He was found innocent on a
charge of use of a communication
facility in violating drug laws, said
Eleanore Piwoni, a court secretary.
The charges include conspiracy
and possession, importation and dis
tribution of marijuana.
U.S. District Judge Joe Fish set Za-
baneh’s sentencing for Sept. 3.
Hefaces up to 35 years in prison
and Fines of up to $ 105,000.
Zabaneh was arrested while get
ting off a plane in Guatemala City
when he was met by a Drug Enforce
ment Administration agent wearing
a “Miami Vice” cap, authorities said.

Zabaneh’s case a kidnapping.
He was held overnight at the air
port in Guatemala City, taken to
Houston and from there to Dallas.

A&M fire school on hazardous waste site list
AUSTIN (AP) — The Texas Wa
ter Commission on Tuesday listed
14 hazardous waste sites it believes
are in dire need of cleanup, includ
ing the Texas A&M Fire Training
School.
Now the commission must decide
who will pay for the work.
Max Woodfin, the commission’s
environmental coordinator, said,
“We’ll try to Find the responsible
parties and make them clean it up. If
we can’t do that, we’ll see if we can
qualify them for the federal Super
fund. If those two options fail, we
will see if the Legislature will give us
more money.
The 1985 Legislature gave the
commission $1 million to find the
sites in need of work. Twenty-six
other sites have been listed under
the federal Super fund program.
The 14 sites announced Tuesday
did not qualify as federal sites, but
are considered by the Texas Water
Commission as “threats to the public
or the environment.”
The state itself owns one of the
sites on the list — the Texas A&M
Fire Training School.
“We know who owns it, but we are
having problems getting them to
clean it up,” Woodfin said of A&M
officials. “They take donations of va
rious fuels and wastes to burn and
use it for training purposes. They
have been using it so long it is simply
just dirty with a variety of hazardous
wastes.”
