Officers of the U.S. Drug Enforce ment Administration in Dallas and of the Louisiana State Police confiscated 23 pounds of the cheap form of he roin produced in several states in Mexico. The suspects allegedly delivered the heroin to Louisiana State Police agents posing as leaders of a traffick ing cartel, said Louisiana State Police Col. Phil Jordan, special agent in charge of the DEA in Dallas, identi fied the suspects as Olga Hernandez Cordova, 28, Herlinda Ramos Jimenez, 52, and Garland Orby Taylor, 57, all of Fort Worth; Billy Charles Dennis, 53, of Rio Vista, Texas; and Gildardo Molina Garcia, 30, a Mexican national who resides in Cudahy, Calif. All were charged with heroin distribution. The suspects expected $1.7 million for the drugs, he said, which would be worth $20 million in one-ounce street sales. He said agents had nego tiated a price of $ 167,000 a kilogram, or 2.2 pounds. More arrests were expected as agents searched for suspects and seized property and Fort Worth area businesses operated by Ramos, of fi cials said. Agents contacted Ramos, a con victed heroin traf ficker, in May 1985, McCormick said. Ramos reportedly told agents that she could provide them with a supply of high-quality black tar heroin. According to the official, who asked that his name not be used, in stead of the $133.4 million increase the company requested, Gulf Slates agreed to a settlement that calls for “126 million in reductions for Texas customers, and of that amount, $80 million will apply to basic rates and $46 million to fuel costs. The settlement was reached with those opposing Gulf States’ rate in crease request. Settlement talks began Monday af ter Public Utility Commissioner De nnis Thomas asked the PUG to con sider action halting Gulf States’ high- , er summer rates from taking ef fect. Boon Tael, 41, of Mineral Wells, was denied bond and remained in Stephens County Jail charged with capital murder. Boon, a Cambodian, is accused of forcing his way into a Cambodian family’s jiome Tuesday night and let ting loose a 33-shot volley of semi automatic rifle shots, said Veva Ford, Stephens County justice of the peace.
