fended not only the teachers, but the
farmers and ranchers.
“We’ve made substantial gains
particularly with these endorse
ments throughout the state of
Texas. And that’s why I’m saying
there’s definitely going to be a run
off in the Democratic primary.”
Briscoe said Clements would be
the easiest Republican candidate to
run against because, while governor,
Clements displayed lack of diplo
macy and personality.
“I don’t care how much he smi
les,” Briscoe said, “he’s still the same
Bill Clements he was four years ago,
and I can’t believe the citizens would
want another four years.”
Popular among both educators
and farmers, Briscoe said he’s hop
ing for low voter turnout in the pri
maries because the low turnout
would be in the rural areas.
In his education platform, Briscoe
said he is against the Texas Exami
nation of Current Administrators
and Teachers. Instead he suggested
that future results of the test go into
each teacher’s files to be used in the
1987 evaluation process on a local
basis — not a statewide one.
On the subject of no-pass, no
play, Briscoe said he would like to
shorten the penalty period from six
weeks to either two or three weeks,
because six weeks is too long to be
penalized in a 10 or 11 week period.
Briscoe also said the state’s bud
getary problems need to be ad
dressed much more aggressively
than in the past. He proposes a re
duction in the governor’s salary and
a decrease in oil drilling permit fees,
which he said were increased 800
percent under White.
“I’d like to think the state could
make it through the next four years
without a tax increase,” he said. “But
the feeling from the citizens is that
they’d much rather consider a sales
tax as a potential source of income
above any others including a lottery
or parimutuel betting.”

However, Ms. McDaniel, the
state’s chief election officer, stressed
that the predicted turnout was low
compared with the number of Tex
ans who could vote if so desired.
“Voters will not be interested in
participating in the primary elec
tions because the final decisions will
not be made until this fall when the
general election is made,” she said.
About 7.9 million Texans are reg
istered and eligible to vote Saturday,
her office said.
In 1982, with 6.5 million potential
voters, the Democratic turnout of
1.3 million gave Mark White the
Democratic nomination for gover
nor.
A GOP turnout of 265,794 in
1982 led to Bill Clements gaining the
party nomination for a second term,
only to have White win in Novem
ber.
A new poll published Thursday
showed Clements with 62 percent
support from Republicans' likely to
vote Saturday.
