Austin council seeks to aid crime victims AUSTIN (AP) — The newly formed Victims of Crime Advisory Council was told Thursday that local organizations need help in assisting crime victims, particularly in rape and child abuse cases. According to C.E. Evans, of San Antonio, past president of the Texas Association of Criminal Justice Plan ners, “You got a lot of victims out there andjust a little money.” “The numbers of victims is in creasing greatly, particularly in do mestic violence,” Evans told the council, which was appointed by Gov. Mark White last month to set guidelines for distribution of $2.5 million in federal funds for crime victims. Peggy Carroll, speaking for the district attorney’s office in Collin County, said, “The criminal justice system cannot operate without vic tims as witnesses but currently the system operates more on behalf of the criminal than the victim.” According to Mike Curran, assis tant district attorney in McKinney, “There has been a tremendous in crease in child abuse. You especially need to funding for counties under 150,000 population.” The advisory council will an nounce its guidelines later and dis tribution of grant funds will be han dled by the governor’s office. Kilgore Police Chief C.R. Headen, who is a director of the Kilgore Rape Crisis Center, said,“We need more funds at the local level. A fifth woman was drowned, and sixth body was found Wednesday, it was so decomposed that police haven’t been able to determine Ivhether she was also raped and [trangled. T he discoveries, all within the last Jour weeks, prompted police to warn Jvomen to stay clear of the river after dark. El Paso County Sherriff Leo Sa- naniego, whose office is investigat ing the murder of a woman found March 25 in a canal fed by the Rio Grande, said, “To my knowledge, we haven’t had anything like that befo re.” Authorities believe the body was dumped into the river before drift ing into the canal. “From time to time we find a body in the river, someone who drowned trying to cross,” Samaniego said. “But to have a total of six, and at least five with the same characteris tics, is something to worry about.” The sheriffs department is also cooperating with Juarez, Mexico, police on three of the investigations. Roman Garcia said 75 people have been picked up for questioning in Juarez, and patrols were set up along the river since two young women were found floating on the Mexican side Saturday. “These people we’ve been picking up, it’s just to see if they have any in formation, if they’ve heard any thing,” he said. “Someone’s bound to have seen something.” In all but two of the cases, the women were in their teens or early 20s, were scantily clad and had no identification. The woman who drowned was fully dressed and has been identified as a Juarez resident, according to El Paso police. Samaniego said all the victims ap peared to be illegal aliens. “There’s a lot of theories,” he s^id. “But I know they’re related. They must be related.” The four women whom police are certain were sexually assaulted and then strangled were only wearing brassieres, making identification more difficult. Their descriptions don’t correspond to any missing- persons reports in Juarez or El Paso, making Samaniego believe that they were not from either city. “I have a feeling they’re not Mexi can aliens, but Salvadorans or Nica raguans being brought in by coy otes,” or people who make a living taking illegal aliens across the Rio Grande into the United States, he said.
