T exas Land Commissioner Gary Mauro said Wednesday at a public hearing that he favors making loans onlv to farmers and ranchers who make less than $250,000 per year. Mauro, speaking in Rudder lower, said, “T he Legislature took two sessions to pass the (Texas Farm and Ranch Finance Program). At one time it was $350,000. As a corn- piimise measure, it was brought clown to $250,000. “I’ve come to decide that $250,000 might work. But in the Legislature, that was a big sticky point.’’ The purpose of the hearing, which about 30 people attended, was to allow the public to comment and make suggestions on the titles and regulations of the new loan pro gram. All comments will be considered before the regulations are voted on in May, Mauro said. Under the program, which is ad ministered by the Veterans Land Board, Texas farmers and ranchers can borrow up to $100,000 to buy a minimum of 50 acres of land with a 5 percent down payment. T he pro gram is limited to T exas residents of live years or more involved with Texas agriculture for the past three years. They must show 35 percent of their gross income comes from agri culture and their net worth is $250,000 or less. The victim, Bruce Gardner, 33, was robbed and killed on Aug. 10, 1982, at a Lake Worth cottage. Three other people were slain in the house and a fourth, Ricky Lee Bry ant — Robison’s roomate — was found dead in a house next door. Among the five victims was a boy, 11.
