Attorney General Jim Mattox an
nounced Thursday that he will ask
the Texas Legislature to create a
special commission to study the
Texas criminal justice system.
“In virtually every area in which
we keep crime rate statistics, the sta
tistics are up,” Mattox said. “Someth
ing is very much missed within the
criminal justice system.”
He said the Texas Department of
Public Safety released statistics last
week showing an increase in every
crime category. The overall crime
rate increased 11.6 percent in 1985,
he said.

Mattox said the problem is due in
part to the fragmentation of the
Texas criminal justice system.
The lack of coordination between
statewide departments, such as the
juvenile departments and the proba
tion departments, weakens control
over the system, he said.
He said this lack of coordination
breaks what should be a united sys
tem into individual, autonomous

such a short time, Mattox said, “q-
uick fixes” usually are tried instead
of taking time to evaluate the system
in depth and find the root of the
problem.
“What the Legislature has done in
the past is try to tinker and fix the
many, many fragmented parts of the
system,” he said. “We tinker, but we
never make the fundamental
changes necessary for a comprehen
sive improvement in the system.”
Mattox also said prisons are not
being built rapidly enough to house
all the criminals. Some prisoners are
getting out earlier than they should,
he said, and often the wrong ones
are left in the penitentiaries.
Society pays $20,000 a year to

The Texas A&M Debate Team re
ceived a third place award as the best
newcomer to the Cross Examination
Debate Association in a national de
bate tournament held Saturday.
Nick Backus, assistant debate
coach, said 200 teams represented
100 schools at the tournament.
“It was the largest single division
tournament ever held,” Backus said.
A&M was represented at the tour
nament by the team of Myra Chick-
ering, a junior elementary education
major, and Sandy Sloan, a sopho
more nuclear engineering major.
But they failed to reach the elimina
tion rounds, Backus said.
He said all the teams competed in
eight preliminary rounds. The first
three were random pairings, but the
next five were with a relatively equal
opponent, Backus said. He said the

There are two divisions in debate.
The original type of debate is Na
tional Debate Tournament. The sec
ond division of debate is CEDA.
Backus said CEDA has been around
for only 15 years.
“CEDA deals with values, and
NDT deals with policies,” he said.
He said CEDA is more persuasive
in nature and deals with different
topics than NDT. The two divisions
are not interchangeable, he said.
“One of the reasons CEDA was
created,” Backus said, “was to take
away the advantage of speed during
debate.”
In the past, the team who could
make their points the fastest had the
advantage, he said.
Backus said debate is essentially a
two-part system. In the firstpand
teams establish a set of critem
