The internal candidates inter viewed are: A&M President Frank E. Vandiver; Dr. Perry L. Adkisson, deputy chancellor of the University System; Dr. Herbert Richardson, vice chancellor for engineering; Dr. Neville Clarke, director of the agri cultural experiment station; and Dr. Robert Stone, dean of the college of medicine. Fitzwa ter was at the time and is a state dis trict judge. The sign-posting resulted in a lawsuit, later dismissed. Fitzwater said he was told the signs were sanc tioned by the sheriff and believed they would he posted in all precincts. It turned out the signs were a parti san GOP ef fort. Democratic senators opposed to the nomination said the signs misre presented Texas law and were de signed purely to intimidate black voters. Sen. Edward Kennedy, D-Mass., said,“Fitzwater’s active participation in a campaign to intimidate minority voters is appalling. In light of this re cord of hostility to voting rights, Fitzwater’s nomination to be a fed eral judge is shocking.” Gramm said Thursday that he had expected opposition to Fitzwa ter “because Sid is so young and so good.” North Texas State guarantees teachers DEN TON — North Texas State University is offering its own version of a teacher competency test: If you’re not fully satisfied with its edu cation school graduates, send them back. NTSU officials guaranteed school districts across the state Thursday that it will re-train any incompetent teachers that graduate f rom NTSU through a Quality Assurance Pro gram si beduled to begin in May. NISU spokeswoman Charlotte Guest said if the teacher lacks in tea ching or basic skills, N 1 SU will re view the teacher and offer counsel ing or professional services to the teacher and the principal of the tea cher’s school. NTSU Chancellor Alfred Hurley said, “If we did not have the utmost confidence in our teacher education program, which has the highest ad mission standards in the state, we could not offer this kind of assur ance to school districts ” School officials said all NTSU ed ucation graduates receiving Texas teacher certification, about 400 a year, will be covered by the pro gram, Guest said. Texas teachers have just finished the first round of competency test ing mandated by education reforms passed in the Legislature. State offi cials predict about 5 percent of the slate’s 200,000 teachers will fail the March 10 lest and a second-chance test in June.
