Letter claims Marcos tried
to buy U.S. officials’ support

MANILA, Philippines — Top
generals pledged loyalty Wednesday
to new President Corazon Aquino,
and a Cabinet official left for Wash
ington in an attempt to recover mil
lions of dollars allegedly hidden by
ousted President Ferdinand E. Mar
cos.
Jovito Salonga, head of the Com
mission on Good Government, said
before leaving for the United States
that he would consider investigating
a claim Marcos had schemed to in
fluence Washington with huge cam
paign contributions.
Salonga said he had received a let
ter, purportedly from a group of Fil
ipino bankers, saying Marcos
planned to donate $57 million to
President Reagan’s 1980 and 1984
election campaigns and $10 million
to other U.S. candidates.
The letter provided no docu
mentation to support the claim, and
there was no independent verifica
tion. It also did not say any money
acttially was paid or that any U.S. of
ficial agreed to accept it.
Salonga said he received the letter
Saturday from former banker Anto
nio Gatmaitan, who said it was writ
ten by 14 Filipino bankers whom he
refused to identify.
In Washington, While House
spokesman Larry Speakes said he
was unaware of any such influence-
buying scheme by Marcos.
Aquino met for more than an
hour with 61 top generals and re
gional military commanders at
Camp Aguinaldo, where the revolu
tion began that put her in power
Feb. 25.

mos, who was Marcos’ deputy mili
tary commander before he defected
to support Aquino, said all the offi
cers pledged their support and loy
alty to the commander-in-chief.
Earlier Wednesday, Aquino met
with her full Cabinet.

on whether to declare a revolution
ary government, assigning the mat
ter to a committee.
Such a proclamation would free
Aquino to dismiss the National As
sembly and make changes in the au
tocratic administrative system left by
Marcos.
South Africans condemn shooting, ban

JOHANNESBURG — Prominent whites joined anti-
apartheid groups Wednesday in angry response to a re
port that police fired into a black crowd without provo
cation the day before, and to banning orders against
two black leaders.
Police said the crowd of 2,000 people gathered Tues
day outside a small courtroom in which black youths
were facing riot charges, refused to disperse and got
out of control.
Police spokesman Capt. Henry Beck said, “When you
have a situation where a courtroom can accommodate
only 30 people and thousands are milling around, then
the situation can very easily get out of control.”
Tear gas and then birdshot was fired at the crowd in
Kabokweni township, police said.
An official statement said a youth. 14, was shot dead
and 80 people were wounded.
“A culture of (black) resistance is being born before
our eyes," said Frederick van Zyl Slabbert, a white poli
tician. “1 say there cannot be any peaceful change in
South Africa. We are caught up in violence."
Enos Mabuza, chief minister of the KaNgwane
homeland, demanded a full investigation of the shoot
ing.
The Progressive Federal Party, the main political op
position, said it had begun its own investigation.
T he white establishment in the south coast city of
Port Elizabeth denounced the banning Tuesday of two
of the area’s black leaders, Mkhuseii Jack and Henry
Fazzie. The 5-year ban prohibits them from speaking
publicly, publishing writings or being quoted in the me

large hail swept from Texas into Al
abama Wednesday, killing two peo
ple, tossing trucks and derailing a
freight train in the second barrage
of deadly storms this week.
Scores of people remained home
less after twisters and high winds
scoured Ohio, Indiana and Ken
tucky Monday, killing six people, in-
jurirfg more than 100 and causing
nearly $30 million damage.
In Wednesday’s storms, two peo
ple were killed when a tornado
struck rural homes near Carrollton,
Ala., Pickens County officials said.
