off a satellite transponder and make

Because the station already has

comes from leasing transponder

gest problem for satellite networks,
even in a market without competi
tion is gaining affiliates.
To encourage affiliates to carry its
signal, Hit Video USA initially will
offer its service free of charge, Wod
linger says. The network plans
mainly to use cable systems as affil
iates, but also will use Satellite Mas
ter Antenna TV systems and possi
bly other LPTVs.
College coordinating board
discusses sophomore tests

AUSTIN — A good basic skills
test for sophomore college stu
dents would improve the quality
of Texas' higher education insti
tutions, a study committee was
told Thursday.
“Testing improves instruc
tion,” said Dr. W. James Popham,
a nationally known expert in edu
cational testing from the Univer
sity of California-Ixts Angeles.
Popham told a committee of
the Texas College and University
System Cooroinating Boara,
which is considering the basic
skills test for Texas college stu
dents, that any test adopted
should:
