Frames by: Frame of Mind Sponsored by: ENVE Mattox appoints Hightower as first assistant Associated Press AUSTIN — Former U.S. Con gressman Jack Hightower, who has considered running again for Con gress in 1986, accepted an appoint ment Tuesday as first assistant attor ney general of Texas. “I have been urged by many good friends and supporters in the 13th Congressional district to run again,” Hightower told a news conference after taking the oath of office. ‘‘As much as I appreciate their encour agement, I have decided not to do so.” Mattox also appointed special as sistant Mary Keller as executive as sistant for litigation for the depart ment overseeing all legal activities of the 231 assistant attorneys general. Mattox said she would be the first woman to hold that position. Keller succeeds Dave Richards, who re signed to return to private practice. Hightower, a Democrat, was elected to Congress in 1975 but was defeated in the 1984 general elec tion by current U.S. Rep. Beau Boulter, R-Amarillo. Like Mattox, Hightower grad uated from Baylor University Law School. He served in the Texas House in 1953-54 and in the state Senate from 1965 through 1974. He was Wilbarger County district attor ney from 1955 through 1961. Keller has been a special assistant attorney general since 1983. Candidate detained for threats Associated Press SAN ANTONIO — A congressio nal candidate accused of threatening to drop boulders on a former em ployer was ordered held Tuesday until he either pays a $20,000 cash bond or voluntarily commits himself for psychiatric treatment. Lowell “Duke” Embs was arrested last week on a federal indictment ac cusing him of making threatening telephone calls and writing menac ing letters to officials of Connecticut Mutual Life Insurance Co. Embs, 56, is a candidate for the Republican nomination for the 21st congressional seat now held by Rep. Funeral services for Andrew Car ter, 59, were held Tuesday in Fort Worth.
