Cancer plan blasted
for omitting East Texas

AUSTIN — The Texas Cancer
Council began a $7 million effort
Tuesday to find the extent of cancer
risks in Texas, but some members
protested that East Texas was being
slighted.
Council member Dr. Donald C.
Spencer, an Austin physician, and
former state Sen. Don Adams, vice
chairman of the council, disagreed
with a Texas Department of Health
plan that would not require hospitals
with fewer than 100 beds to report
cancer cases.
Hospitals required to make re
ports would detail the circumstances
of each cancer case. For each report
filed the hospital would receive $6.
Adams said most of the hospitals
in East Texas have fewer than 100
beds.
Spencer said East Texas has the
highest incidence of cancer in the
state.
Dr. Robert Bernstein, state health
commissioner, said when the 1985
Legislature cut the appropriation
from $11.7 million to $7 million for
the next two years, the Department
of Health was forced to ask for can
cer reports only from hospitals with
more than 100 beds in high priority
areas for the Texas Cancer Registry.
Bernstein said his department be
lieved these reports would represent
about 90 percent of the^cancer cases
in Texas since they would include
the Dallas-Fort Worth, Beaumont-
Port Arthur and Houston areas.
State Sen. Chet Brooks, a member
of the council from Pasadena, said
he was convinced the 1987 Legis
lature would allocate more money
for the cancer registry if the current
efforts are successful.
