Crime jumps
8 percent
across Texas

AUSTIN —While crime jumped
8 percent throughout Texas for the
first half of 1985, the Dallas-Fort
Worth area recorded particularly
larger increases, the Department of
Public Safety reported Tuesday.
According to DPS statistics, Hous
ton posted a 1.1 percent decrease in
all crime for the six months, while
Lubbock led the list of cities with de
creased crime with a 7.2 percent de
crease.
Col. Jim Adams, DPS director,
said that major crimes — murder,
rape, aggravated assault and rob
bery — were up 10 percent
statewide.
All of the four major crime cat
egories showed increases. Aggra
vated assault was up 9.6 percent,
murder increased 8.7 percent, rob
bery jumped 3.1 percent and rape
was up 13.8 percent, Adams said.
“Compared to the first six month
of 1984, the crime rate for the first
half of 1985 was up eight percent to
3,111.7 crimes per 100,000 popula
tion,"Adams reported.
Leading the cities with increased
crime reports was Arlington with
42.2 percent, followed by Garland
with 33 percent and Irving with 32.5
percent. Dallas had a 15.5 percent
increase and Fort Worth was up 12.8
percent, according to reports from
police departments.
Border check leads to capture,
$5 million cocaine bust charge

DEL. RIO, Texas —A bond hear
ing is scheduled Thursday for a 39-
year-old Electra man charged with
smuggling more than $5 million of
cocaine across the U.S.-Mexico bor
der in a butane tanker in the bed of a
picktip.
Charles Garrett was arrested by
U.S. Customs agents at the Del Rio
port of entry at 5:15 a.m. Sunday af
ter he had entered the country from
Ciudad Acuna, Mexico, said port di
rector Jack Alsup.
Garrett was stopped for a routine
border check that “revealed that
things weren’t normal,” Alsup said.
Alsup said that when agents in-
specteci the tanker in the bed of the
pickup Garrett w f as driving, they dis
covered 85 pounds of cocaine hid
den inside.
“This tanker had been altered. An
access hole had been cut in it
through the bottom through which
the cocaine was loaded,” Alsup said.
“It was a very professional job. T he
resealingjob was done very well.”
Art Rodriguez, an agent with the
U.S. Drug Enforcement Administra
tion in nearby Eagle Pass, said the
cocaine was estimated to lie worth
more than $5 million and possibly as
much as $10 million, making the
bust the largest in this border area.
Garrett was charged Tuesday af
ternoon with importing a controlled
substance and with possession of co
caine with intent to distribute.

wards appointed Del Rio attorney
Victor Roberto Garcia to represent
him and set Thursday’s bond hear
ing. The judge also ordered a pre
liminary hearing he held Sept. 10.
