JOHANNESBURG, South Africa
— Black students on Wednesday
mobbed a teacher they accused of
being a police informer, threatening
to set him afire. He escaped but riot
police rolled into the Soweto school-
yard in 15 armored vehicles.
The teacher, who was not identi
fied, reached his car and drove away
on slashed tires, witnesses reported.
Most of the 1,000 students fled be
fore the police arrived at Thaba Ja-
bula High School in Soweto, Johan
nesburg’s huge black township of
more than 1.5 million.
“We want to burn him alive,” one
student said. He claimed the teacher
had reported class boycotts to police.
More than 100,000 black students
have boycotted classes for months in
townships near Johannesburg and in
the eastern Cape Province, the areas
most affected by a year of rioting
against white rule in which more
than 600 blacks have been killed.
Desmond Tutu, the black Angli
can bishop of Johannesburg and
winner of the 1984 Nobel Peace
Prize, told a rally of more than 1,000

not impossible.”
Scattered rioting continued in
South Africa’s segregated townships,
but attention focused on anticipation
of President P.W. Botha’s much-
publicized address to the ruling Na
tional Party in Durban on Thursday
night.
Despite initial press reports that
Botha might reveal dramatic race re
forms, Cabinet member Gerrit Vil-
joen said Tuesday that laws would
continue to protect “white resi
dential areas, schools and politics.”
The National Party, embracing
the descendants of South Africa’s
Dutch settlers, devised the apartheid
system of race separation with which
5 million whites maintain supremacy
over a black majority of 24 million
that has no vote. Viljoen’s comment
appeared to rule out a direct politi
cal role for blacks. He said the “white
will exchange his former position of
dominance and only decision-maker
for one of partner,” but there was no
planned major new initiatives to
ward power-sharing. Viljoen is min
ister of cooperation and devel
opment.
Tutu said he expected little of
consequence to emerge from Bot
ha’s speech. “He is going to do some
thing for ‘urban’ blacks, but I am not
an urban black, 1 am black,” the
bishop said.
His reference was to speculation
that the government plans conces
sions for blacks with the right to live
outside the 10 tribal homelands in
“white” South Africa.
Tutu’s remarks reflected wide
spread sentiment that blacks should
not be divided between “urban” and
“homeland” groups, with differing
rights.
He spoke at Johannesburg’s Uni
versity of the Witwatersrand at the
end of a three-day class boycott in
solidarity with black students. On
the first day, riot police with whips
and clubs charged into a crowd of
students, injuring 32.
An incendiary device exploded in
an elevator on the campus Wednes
day, causing minor damage.
