The election, held among eight candidates — six Democrats, one in dependent and one Republican —on June 29 and narrowed down to a two-man runoff on Aug. 3, was con sidered a test of Republican strength in East Texas, a long-time Demo cratic stronghold. Democrat Jim Chapman won by a 51 percent to 49 percent margin over Republican Edd Hargett. Texas officials and the depart ment were at a standoff over the matter for weeks, since late June when the department insisted the date of the hotly contested race had to be approved under the Voting Rights Act. Under that law, southern states must have changes in their election laws checked by the Justice Depart ment for possible discrimination against minorities. The state submitted the election schedule under protest a week ago, and the department approved it Wednesday afternoon, said spokes man John Wilson. “It was found not to be discrimi natory,” he said. The state had argued that the state election code which sets out how special election dates are set are set had already been approved. A San Antonio federal court had agreed with the department. Last Wednesday, after U.S. Supreme Court Justice Byron White’s refused, without comment, to hear the state’s appeal, the state gave in. VDTs (continued from page 1) that many physical problems can be attributed to VDTs. “Most of the studies tend to show that VDT operators suffer a higher rate of visual arid musculo-skeletal problems than employees who work in the same offices but do not use VDTs,” Eisen said. A representative of the American Newspaper Publishers Association, an opponent of VDT legislation, said opponents say many of the requests are ridiculous because no concrete proof exists showing VDTs and the current equipment to be harmful. In a telephone interview, George Cashau, technical research director for the ANPA, said many opponents agree that musculo-skeletal prob lems, such as headaches and back pains, can arise from a poor work environment, but they say none of the problems can be linked to VDTs. He said the updating of some equip ment, such as adjustable chairs and tables, might solve the problems with body aches, but longer rest breaks, free eye exams and VDT legislation are unjustified.
