Two Americans killed
Air base site of car bomb

FRANKFURT, West Germany —
A car Filled with explosives blew up
at a U.S. air base outside Frankfurt
on Thursday, killing two Americans
— an airman and a woman civilian.
Authorities said more than 20
Americans were injured.
The Federal Criminal Office said
it was seeking a dozen members of
the leftist Red Army Faction terror
ist group in connection with the
bombing, at the Rhein-Main base.
In Washington, White House
spokesman Larry Speakes said, “Pre
liminary information available to us
here indicates a violent, radical
group has targeted our military and
other Western service personnel, as
well as innocent civilians, for acts of
violence.”
Kurt Rebmann, West Germany’s
chief federal prosecutor, said the ex
plosives were planted in a ear with
forged American Forces license
plates. The bomb went off at 7:15
a.m. (1:15 a.m. EDT) in a parking lot
as base personnel were reporting for
work.
The blast blew out scores of win
dows in the headquarters building of
the 435th Tactical Airlift Wing and a
nearby dormitory, damaged or de
stroyed dozens of automobiles and
ripped a hole one yard deep and two
yards wide in the ground.
The U.S. military’s European
Command headquarters in Stuttgart
identified one of the dead as Airman
1st Class Frank H. Scarton, 19, of
Woodhaven, Mich. The military said
in a telex that Scarton, a member of
the 437th Military Airlift Wing, was
on temporary duty at Rhein-Main.
The military said the second vic
tim was a civilian woman, but de
clined to further identify her pen
ding notification of her family. West
German police said she was an
American.
The statement from the military
said that “more than 20 people”
were treated in connection with the
blast. It said at least two of the in
jured remained hospitalized, but
gave no conditions for them.
Security was immediately tight
ened at the sprawling facility of
4,000 Air Force personnel six miles
outside Frankfurt.
“The circumstances of the attack
point to the Red Army Faction,”
Rebmann said of the car bomb. The
terrorist gang has been responsible
for numerous attacks against North
Atlantic Treaty Organization and
U.S. military facilities in West Ger
many.
Late Thursday, the West German
Federal Criminal Office released a
statement naming 12 Red Army Fac
tion members being sought in the
bombing.
West Germany’s chief govern
ment spokesman, Friedhelm Ost,
said that West Germany would use
all legal methods available to “find
and punish the murderers.”
Entrance to Rhein-Main, one of
the major U.S. Air Force bases in
Europe, is strictly controlled with
identification card checks.

An estimated 254,000 American
troops are stationed in West Ger

LOME, Togo — Pope John Paul
II embarked on his third trip to Af
rica Thursday, encouraging the con
tinent’s Ghristians to hold on to the
“wisdom” of their native culture
while embracing church teaching.
The first stop on his seven-nation
tour was Lome, the capital of Togo,
where ocean breezes fluttered the
pope’s white robes and the flowing,
multicolored tunics of the thousands
of faithful who greeted him warmly.
The state television commentator
said “the entire Togolese nation
wishes the pope a hearty welcome in
cluding our ancestors buried deep
underground.”

greeted the pope after he arrived at
Lome Airport was North Korean
Ambassador Kim Yang-Fang. Vati
can officials said it was the first such
gesture ever by a North Korean
voy.

Reagan signs bill giving U.S. aid to Nicaraguan rebels

WASHINGTON — President
Reagan signed a $25.4 billion for
eign aid bill Thursday, saying he was
“particularly pleased” it provides for
the resumption of U.S. aid to the re
bels in Nicaragua.
But Reagan also criticized the
measure — the first such legislation
passed by Congress in four years —
as offering “substantial reductions”
in military assistance, a development
he termed “disappointing.”
The bill authorizes $12.7 billion in
foreign aid for each of the next two
years. It authorizes foreign aid
spending in scores of developing na
tions around the world but awards
the largest amounts to Israel and
Egypt.
Not since 1981 were both houses
of Congress able to agree on foreign
aid spending authority. Attempts at
passage always broke up over policy
disputes, forcing the Reagan admin
istration to use stop-gap financing
measures for foreign aid.
The bill Reagan signed into law
includes spending authority of $3
billion for Israel for each of the two
years, plus a one-time infusion of
$1.5 billion in emergency economic
aid. Egypt will get S2.1 billion for
each year plus $500 million in emer
gency economic aid.
