Lawns may be watered only once ev ery five days — and watering is pro hibited between noon and 7 p.m. The city began voluntary conser vation measures on May 1. Lower- than-normal temperatures and sub stantial rainfall during June and early July helped delay mandatory restrictions. It had plenty of food and water and a mate,” said park police Sgt. Jimmy Billingsley. “Why would it want to escape?” Foul play is what authorities sus pect lies behind the weekend disap pearance of the $ 10,000 bird. Early Saturday, about 90 minutes before the zoo opened, a bird- keeper found a hole in the wire cage that held a pair of the rare creatures. Missing was the female half of the couple, a 2-foot-tall, 5-pound bird with smoky black feathers, a long crest, rosy cheeks and a band on her right leg with the inscription FRM095. Wildlife experts say the breed, an endangered species found only in Australia and New Guinea, is a hot item on the black market. The cockatoos cannot be legally exported from their native lands and few are in captivity. The Dallas Zoo got two pairs in November 1983 from U.S. Justice Department offi cials, who seized a cache of contra band birds from smugglers^ Because the palm cockatoo is so rare, zoo officials kept one pair away from public view in hopes of getting them to breed, said Jim Murphy, cu rator of amphibians and reptiles for the zoo. To help compensate for the salary increase and the money that will be spent on retirement benefits, $45,000 was withdrawn from stu dent service fee reserves, Reynolds said. “In doing so, it’s going to leave the reserves at ground zero,” he said. Because of this an increase in stu dent service fees for the fall semester was considered, he said. “The state Legislature made its decision about the state budget so late that it was not possible for Stu dent Goverment to reconvene, pass a student service fee increase, give that to the Board of Regents and tell students what it was going to cost to come to Texas A&M this fall,” he said.
