Reagan lobbying
House for support
of chemical arms

WASHINGTON — President
Reagan, hoping to finally win sup
port for renewed U.S. production of
chemical .weapons, is lobbying the
House of Representatives to ap
prove the only weapon denied him
as part of his defense buildup.
Reagan met at the White House
with 40 legislators Monday, a day be
fore the House starts debating the
bill authorizing Pentagon spending
for fiscal 1986.
At the meeting Reagan received
the report of a chemical warfare re
view commission he appointed ear
lier. The panel is composed of pro
nerve gas members who support an
end to the U.S. nerve gas production
moratorium.
Zbigniew Brzezinski, national se
curity adviser to former President
Carter, was part of Monday’s White
House meeting and told reporters
later he supports new chemical
weapons.
For three years, the Democratic-
controlled House has refused Rea
gan’s request for nerve gas.
The defense spending bill that
passes the House will have to be rec
onciled with the Senate version,
which passed two weeks ago. That
bill includes $163 million for the
Army to prepare to build a new gen
eration of nerve gases, a proposal
approved 50-46.
Reagan and other proponents say
the weapons are needed to offset the
Soviet arsenal and win reductions in
arms control talks, while opponents
say the current U.S. stockpile is
enough and a new program would
be too expensive.
The current proposal calls for
building binary weapons, so named
because they would be composed of
two non-lethal chemicals kept apart
until a shell is fired or bomb
dropped, when they would then mix
to form a deadly gas.
The Senate approved a defense
package of $302 billion, which
would permit spending to rise at the
expected inflation rate next year.
The House bill would essentially
freeze Pentagon spending at current
levels of about $292 billion, some
$10 billion less than the Senate ver-

WEST POINT, Calif. — Investi
gators unearthed a sixth body Tues
day at a survivalisfs mountain com
pound where they already had
found 45 pounds of charred human
bones and clues to the fate of 22 peo
ple.
Calaveras County Sheriffs Dep
uty Steve Mathews said the bones of
the latest unidentified victim were
discovered buried in two feet of dirt.
The sex, age and approximate
date of death of the body were not
immediately determined, Mathews
said.
Investigators also picked through
rubbish at a nearby dump site and
found more bones, stained clothes,
and other evidence they believe may
be linked to Leonard Lake, who died
June 6 after swallowing a poison pill
while in police custody.
Mark Olenslager, investigator for
the state Department of Justice, said
authorities were uncertain whether
the bones at the dump site were hu
man.
Sheriffs spokesman Jim Stenquist
said Lake sold items belonging to
some of the missing people at yard
sales.
Authorities plan to demolish an
alleged sexual torture cell to look for
more bones in a cavity underneath,
but an architect will make drawings
of the concrete cell to build a scale
model for court evidence.
More than 700 pieces of evidence,
not including bones, have been re
moved from the property where
sheriffs deputies believe Lake, 39,
and his companion, ex-convict and
ex-Marine Charles C. Ng, 24, took
some of the missing people.

LOS ANGELES — A neurosur
geon has been ordered to move
from Beverly Hills for 30 days to an
apartment resembling a rat-infested
flat he rents to a family of seven.
The judge ordered Dr. Milton
Avol to spend equal time in a dean
jail cell and one of the garbage-
strewn apartments he owns after he
failed to significantly improve the
buildings during 36 months’ proba
tion.
For three years, Ramona Mota,
her husband and five children have
squeezed into a four-room, lourth-
floor apartment in a building owned
by Avol on South Main Street near
the downtown garment district.
Rats, cockroaches, mosquitoes
and flies have become almost like
part of the furnishings, according to
court testimony.
On Monday, Municipal Court
Judge Veronica Simmons McBeth
ordered Avol to report for a 30-day
jail term beginning Thursday. The
day he is released, he will be escorted
to an apartment about two miles
away from Mota’s, McBeth said.
In 1983, Avol was convicted of vi
olating health, fire and building and
safety codes at four of his apartment
complexes, but was given 36 months
to bring the buildings into compli
ance with regulations.
