AUSTIN — Senators Tuesday ap
proved changes in the recent!)
amended “lemon law” covering sales
of new cars and trucks in Texas.
The so-called “lemon law” was
first passed in 1971, then amended
in 1983. Under the law, the nine-
member Texas Motor Vehicle Com
mission is empowered to enforce
new-car guarantees and settle com
plaints from unhappy new-car own
ers.
Other measures approved by the
Senate on Tuesday included bills
that would:
• Require the Department of
Health to charge an annual fee of
$30 to $30,000 for review of perrail
applications for municipal solid
waste facilities.
• Establish a Texas Savings and
Loan Supplemental Fund Corp. to
supplement protection offered by
the Federal Savings &: Loan Insur
ance Corp.
• Allow courts to hear the testi
mony of a child 9-years-old or
younger, unless inadmissable under
another law.
• Create new provisions in the
state criminal code to prevent famil)
violence, including a requirement
that victims be notified of available
legal remedies. The bill would also
allow peace officers greater author
ity to arrest in cases of family vio
lence.
• Allow state employees to be
paid on a monthly instead of a semi
monthly basis.

primary gains are increased wages
and salaries of area residents and
new jobs.
“Secondary benefits include, for
example, the hiring of new teachers,
and building a new Dairy Queen to
service new community residents,"
he said.
These net gains usually occur in
the private sector of a town’s econ
omy, Woods said.
He said expenses to city and
county governments and school dis
tricts are also considered.
“Not any net loss occurs in these
(public) sectors,” Woods said. “But
they aren’t concerned with profit,
just having enough tax revenue to
cover costs.”
For example, Woods said, if the
local school has empty desks and the
new industry will bring in students
to fill these desks, there is no prob
lem. He said the difficulty arises
when the new industry would cause
an overflow of students in local
schools, and make it necessary to
build new facilities.
The public sector usually absorbs
these costs, Woods said.
He said the Texas Agricultural
Extension Service does these esti
mates for the towns for a nominal
fee, which usually covers travel time
and computer costs.
Although it is presently limited to
small towns, Woods said the model
may be expanded to larger cities,
such as Bryan-College Station, some
time in the future.
