The bill, which sparked a six-hour filibuster by Senate Republicans Monday, was given final approval on voice vote without any additional discussion. The measure goes to the House where a similar bill has been held in a subcommittee for several weeks. Republicans objected to the esti mated $10 million cost for the pri mary, and Sen. Chet Edwards, D- Duncanville, responded that amount represented “one-ten thousandth of the state budget but would give us an opportunity to cast a vote and a vote that will count in the single most im portant election in the nation.” The presidential primary mea sure, Which originated from a move by the State Democratic Executive Committee, would allow Texans to vote in a “Super Tuesday” presi dential primary in March 1988. Edwards’ bill would set up a presi dential primary for Democrats and Republicans on the second Tuesday of March in presidential election years. The May primary date for state and local candidates would remain the same, but a person voting in the presidential primary would nave to vote in the same party’s primary in May- For several years, Texas Republi cans have been holding presidential primaries at the same time they vote in the May primary.
