V;/” Associated Press AUSTIN — The Texas House voted Monday to strip the Texas De partment of Corrections of its power to build facilities without the review of state officials in Austin. Duncanville Rep. Ray Keller’s bill, which faces another House vote, would put the State Purchasing and General Services Commission in charge of prison construction. Keller, chairman of the House Law Enforcement Committee, has complained that prison officials have wasted construction money in recent years. The hill won tentative voice vote approval without debate. Rep. Har old Dutton, D-Houston, tried to amend the bill to guarantee that mi nority-owned businesses, would get prison construction contracts. He said his proposal would “at pportunity for r nority people to take advantage of the benefit of all those construction dollars.” Keller fought the amendment, saying it would be “totally unworka ble.” He said it was the same lan guage that minority legislators put in the horse race betting bill that died on the floor earlier this month. “It would drive the cost of con struction to astronomic levels, even more then they are now,” Keller said before the House voted 95-40 to kill Dutton’s amendment. Also Monday, the House gave ten tative approval to a measure autho rizing county officials to accept credit card payment of fines and fees.
